Full-time, regular position within the Department of Transportation’s Project Management Division.

About the role

The Division Manager/Division Engineer oversees the delivery of transportation projects and assists with major programs, including the Eight-Year Construction Work Plan, the Four-Year Asset Preservation Plan, and the Five-Year County Improvements for Roads and Bridges (CIRB) program.

Responsibilities

  • Outline project scope and estimate costs for paving, materials, labor, and right-of-way acquisitions; secure state and federal funding.
  • Review preliminary engineering, bridge, and roadway plans to ensure designs meet safety and structural standards.
  • Manage acquisition of private land for roadway expansion and coordinate with utility companies and railroads for safe relocation of infrastructure.
  • Ensure compliance with state and federal environmental laws, including wetland protection, stormwater management, and noise mitigation.
  • Facilitate the bidding process for construction contracts and serve as the primary liaison between ODOT and contractors, reviewing work quality and approving progress payments.
  • Host public meetings to communicate project details, timelines, and address community concerns regarding road closures and traffic detours.
  • Identify potential project delays (e.g., poor soil conditions, supply chain issues) and develop contingency plans to keep projects on track.

Requirements

  • Bachelor’s degree in a relevant field.
  • For Division Manager: three years of transportation-related experience, plus one year of supervisory experience and two years of administrative or managerial experience.
  • For Division Engineer: registration as a Professional Engineer and five years of supervisory experience in a professional engineering field, including two years of administrative or managerial experience.
  • Knowledge of engineering practices, principles, and systems; management principles; budget planning and control; and finance administration.
  • Ability to design and implement engineering activities, organize projects, supervise personnel, and manage multiple work units or program areas.
  • Strong written and oral communication skills for effective stakeholder engagement and policy guidance.
  • Professional Engineer license with the Oklahoma State Board of Registration for Professional Engineers (required for Division Engineer role).

Pay

  • Division Manager: $132,700
  • Division Engineer: $149,000

    • Sick leave: 15 days accrued annually.
  • Paid Holidays: 11 paid holidays per year.
