Division Director - Emergency Management

Manages, directs, and coordinates preparedness, response, recovery, and mitigation activities for businesses, residents, and guests of Collier County. Coordinates plans and programs with the Florida Division of Emergency Management. Manages EMS, Emergency Management, and Medical Examiner operations. Serves as a full-time emergency management program director as designated and in accordance with Florida Statute Chapter 252.

Responsibilities

• Establishes strategic plans, goals, and objectives for the Division; ensures the Division’s strategic plans support the broad County mission, goals, and objectives.
• Provides direction and oversight to subordinate division directors regarding individual division work plans; ensures divisions work together to maximize performance and resource use.
• Serves as a member of the Executive Management team, making large-scale strategic decisions.
• Develops benchmarks and performance measures for the Division; monitors and evaluates programs, services, and operations.
• Identifies performance shortcomings and accomplishments; directs implementation of changes in work plans, priorities, resource allocation, policies, and procedures.
• Ensures compliance with applicable County, state, and federal regulations, statutes, ordinances, and policies.
• Supervises, directs, and evaluates assigned staff, including processing employee concerns, directing work, counseling, disciplining, and completing performance appraisals.
• Manages work assignments and directs daily operations of the Emergency Management Division, related program activities, and support personnel; delegates assignments to subordinates.
• Coordinates the Division’s activities with other Departments, Emergency Services managers from other Counties, external agencies, consultants, contractors, and the public.
• Establishes and maintains collaborative, responsive, and effective work relationships; serves as liaison to the State Emergency Operations Center (EOC).
• Represents the Division to the Board of Commissioners, elected officials, and County Manager; approves executive summaries, budget amendments, and other documents submitted to the Board.
• Provides activity and status reports, updates, study findings, and recommendations to the Board regarding Department operations, programs, and services.
• Provides guidance and advice regarding Emergency Services, disasters, divisions, programs, and related issues; drafts new legislation and/or County ordinances as appropriate.
• Represents the County to state and federal officials, local businesses, community organizations, citizen groups, the media, and the public.
• Manages and evaluates divisional services; monitors EMS and Fire response times; determines proficiency levels and identifies areas requiring improvement.
• Formulates and executes action plans to correct deficiencies.
• Disseminates and schedules Emergency Management training programs for Public Safety personnel in the County.
• Establishes priorities for Division activities; responsible for elements of the growth management plan; develops short-term and long-range strategic plans.
• Formulates, develops, and implements standard operating procedures and policies; updates guidelines according to federal, state, or local legislation.
• Schedules and coordinates training for subordinates; ensures proper allocation of personnel and resources; establishes and maintains a resource deployment/use tracking system.
• Prepares long-range management plans and growth development plans by compiling statistical/trend data, studying incident trends, and analyzing community needs.
• Instructs and directs subordinates regarding proper procedures, protocol, enforcement of county ordinances and codes, and other job-related issues.
• Administers programs and contracts for goods and services; develops bid and project specifications; reviews, evaluates, and/or approves work products.
• Responds to questions, complaints, and requests for information/assistance from the public, patients, fire, law enforcement, medical personnel, agencies, employees, volunteers, elected officials, and supervisors.
• Evaluates and determines proficiency levels of services and assigned personnel; formulates and executes action plans to correct deficiencies.
• Ensures state-of-the-art equipment and methodology is used in all areas of responsibility.
• Manages a Comprehensive Emergency Management Plan (CEMP); advises and assists local government officials in planning, establishing, and maintaining emergency operation capabilities.
• Coordinates programs/activities associated with preparation for, response to, and recovery from natural or man-made disasters or emergencies affecting lives and property.
• Develops emergency management articles for publications; prepares and disseminates media and Public Service Announcements (PSA) and related information releases; manages content of the annual “Hazards Guide” for county residents.
• Oversees and develops requirements for Healthcare Emergency Plans; oversees the Weapons of Mass Destruction Program.
• Receives advisories and forecasts, interprets weather data, and issues alerts for severe weather to the media for broadcast to the public.
• Recommends evacuations of the BCC during potential emergencies.
• Serves as operations Division Director during periods of Emergency Operations Center (EOC) activation.
• Establishes and maintains an emergency shelter system; activates inclement weather sheltering plan for the homeless.
• Reviews zoning changes for Plan Unit Developments and DRIs; reviews requests for variances.
• Oversees the statewide Mutual Aid Program for all jurisdictions in Collier County; coordinates mutual aid support activities with state department of Emergency Management and other counties.
• Develops, plans, and conducts internal and multi-agency emergency exercises to evaluate planning and preparedness.
• Coordinates aerial overflights by the Civil Air Patrol during exercises and for damage assessment; assists other county agencies in debris management.
• Obtains Global Positioning System (GPS) data; maintains and updates the critical facilities database.
• Appears as a guest speaker on various radio and television talk shows to discuss Emergency Management, disaster preparedness, and Emergency Services.
• Establishes priorities for anticipated divisional requirements for each fiscal year; prepares and submits annual budget information; recommends budget revisions as appropriate.
• Administers approved budget and monitors operational expenditures for fiscal compliance.
• Develops federal and state grant proposals and prepares grant applications for program funding assistance; administers and monitors grant-funded programs.
• Supervises grant financial accountability and oversees preparation of grant-related reporting; ensures compliance with terms of the grant.
• Prepares executive summaries and develops memoranda of understanding with first response agencies.
• Cooperates with federal, state, and local law enforcement, emergency management, and/or other agencies as necessary.

Requirements

• Bachelor’s degree in emergency management, public administration, business administration, or a related field required.
• Six (6) years of related experience.
• Four (4) years of the required experience must include verifiable experience in comprehensive emergency management services, with direct supervisory responsibility for responding to at least one (1) emergency disaster.
• A master’s degree in a related field may substitute for two (2) years of the required experience, but not for the required supervisory experience.
• Fingerprinting required.
• Possession and maintenance of a valid Driver’s License.

Pay

Salary offers above the minimum of the pay grade may be considered based on qualifications.

Schedule

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will determine who will be required to work.
