Position Overview

Under the direction of the Data and Informatics Bureau Chief, provides strategic and operational leadership as the department's lead subject matter expert for core public health data, overseeing foundational datasets and systems. Serves as the primary operational liaison among epidemiology, informatics, IT, program areas, and external partners to coordinate data flows, resolve issues, and support routine and emergent public health activities. Leads the Division of Core Data by performing a full range of administrative and managerial functions, including staff supervision, workload prioritization, and performance management. Manages and evaluates the Division's grant programs; plans and organizes the Division's budget and provides fiscal recommendations; and coordinates the Division's legislative initiatives. Serves as the full line supervisor for the Division of Core Data.

Essential Functions

  • Under the direction of the Data and Informatics Bureau Chief, serves as the department's lead subject matter expert for core public health data, providing strategic and operational leadership over foundational datasets and systems.
  • Performs a full range of highly responsible administrative and managerial functions as head of the Division of Core Data, including staff supervision, workload prioritization, and performance management.
  • Manages, directs, controls and evaluates the Division's grant programs.
  • Serves as full line supervisor.
  • Coordinates the Division's legislative program.
  • Plans and organizes the division's budget and makes appropriate fiscal recommendations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in data governance, data management, compliance, privacy or information policy.

Preferred Qualifications

  • Three (3) years of demonstrated experience developing or implementing data governance frameworks, policies or standards.
  • Three (3) years of experience planning and implementing health data architecture and metadata management, data catalogs and data classification frameworks.
  • Working knowledge of data privacy, confidentiality and compliance requirements (e.g. HIPPA, state privacy laws).
  • Two (2) years of experience serving as a supervisor.
  • Strong facilitation and negotiation skills to support data councils, stewardship models and governance decision making.

Salary: Anticipated Starting Salary $10,870/month; Full Range $10,870-$12,870 /month

Work Hours: Monday - Friday 8:30am to 5:00pm

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
