District Manager – Affordable Housing (Milwaukee, WI)

Key Responsibilities

  • Provide operational oversight for two affordable housing communities and their on-site teams
  • Supervise, mentor, and support Property Managers, Assistant Property Managers, Leasing Staff, and Maintenance teams
  • Ensure full compliance with HUD, LIHTC (Section 42), Project-Based Section 8, Fair Housing, and all applicable federal, state, and local housing regulations
  • Oversee resident certifications, annual and interim recertifications, income calculations, and eligibility determinations
  • Manage and monitor HAP contracts, subsidy payments, EIV reporting, and compliance documentation
  • Review tenant files to ensure accuracy, completeness, and audit readiness
  • Prepare properties for REAC inspections, MOR reviews, LIHTC audits, management reviews, and agency inspections
  • Monitor occupancy levels, leasing performance, delinquency reports, and rent collections
  • Partner with site teams to resolve resident concerns, compliance issues, and operational challenges
  • Analyze property financials, budgets, variances, and operating expenses
  • Develop and implement action plans to improve property performance and resident retention
  • Coordinate with ownership, asset management, compliance teams, contractors, and vendors
  • Conduct regular site visits, property inspections, and staff meetings
  • Respond to escalated resident, operational, and emergency situations as needed

Required Qualifications

  • 5+ years of affordable housing property management experience
  • Previous experience managing multiple properties, districts, or large affordable housing communities
  • Strong working knowledge of: HUD Programs, Project-Based Section 8, LIHTC (Section 42), HAP Contract Administration, EIV System, Annual and Interim Recertifications, Income and Asset Verification, Fair Housing Compliance
  • Demonstrated experience preparing for and successfully managing REAC, MOR, HUD, and LIHTC audits
  • Prominent ability to lead, develop, and hold teams accountable
  • Strong understanding of affordable housing compliance requirements and regulatory reporting
  • Experience with property management software (RealPage preferred)
  • Proficiency with Microsoft Office Suite
  • Excellent communication, problem-solving, and organizational skills

Preferred Qualifications

  • COS (Certified Occupancy Specialist)
  • Tax Credit Specialist (TCS)
  • HCCP (Housing Credit Certified Professional)
  • CPO, CAM, or other affordable housing certifications
  • Multi-site or district management experience
