About the Role

The incumbent serves as Oncor Electric Delivery’s representative in acquiring land and land rights necessary for the construction and operation of Oncor’s distribution facilities. The Right of Way (ROW) Representative will manage Oncor right of way assets to protect Oncor’s title and interest, prevent encroachments, trespass, and environmental misuse. This position assists in negotiations and mediates on behalf of Oncor regarding the relocation of facilities and the acquisition and protection of Oncor’s land and land rights.

Responsibilities include initiating and managing associated ROW projects, engaging support personnel, establishing and assembling documentation, negotiating with landowners, and supporting key stakeholders. Depending on experience level, the incumbent may assist in training ROW Associate Representatives and Contract Right of Way Agents. This is a hybrid role based out of the Midland, Texas office.

Responsibilities

• Serve as a Field Agent point of contact on extensive projects and coordinate job activities of Right of Way Representatives and consultants.
• Utilize paralegal skills and knowledge of real estate law to prepare legal documents such as easements for execution.
• Establish and update project schedules and statuses in compliance with reporting requirements.
• Research public records to determine property ownership and assist in abstracting title to locate easements and fee title deeds.
• Protect Oncor’s investment, title, and rights in real property, preventing trespass, unauthorized encroachments, environmental misuse, and maintenance concerns.
• Provide guidance to Distribution Design and Operations personnel on land and landowner issues.
• Serve as Oncor’s representative in negotiations, maintenance, or removal of facilities and issue payments.
• Oversee Contract Agents on extensive projects, reviewing invoices and ensuring compliance with contractual obligations.
• Conduct meetings with Company staff, property owners, city governments, title companies, developers, and other entities to coordinate projects and resolve issues.
• Determine Oncor’s rights pursuant to existing easements and act as a liaison between landowners, designers, project managers, and legal teams.
• Review easements and unusual clauses, coordinating with Oncor’s Legal Department for resolution.
• Determine property values through the appraisal process, including right of way costs, land uses, crop yield values, and production costs.

Requirements

• Familiarity with real estate law, eminent domain proceedings, real estate industry practices, public real estate records, appraisal techniques, and regulatory and environmental rules.
• Proficient organizational and project management skills.
• Ability to lead effective cross-functional team meetings.
• Strong negotiating and interpersonal skills.
• Proficiency in Microsoft Office (Word, Excel, Outlook).
• Familiarity with West Texas is desired.

Qualifications

ROW Representative Associate Level

• High School Diploma, GED, or equivalent (required).
• Associate or Bachelor’s Degree (encouraged).
• Experience in distribution and/or transmission (encouraged).
• 1 or more years of right of way or related utility experience (required).
• In lieu of a degree, 5+ years of related experience (encouraged).

ROW Representative Level

• 2 or more years of right of way or related utility experience (required).
• In lieu of a degree, 7+ years of related experience (encouraged).
• International Right of Way Association Membership (encouraged).

ROW Representative Senior Level

• 3 or more years of right of way or related utility experience (required).
• In lieu of a degree, 9+ years of related experience (encouraged).
• International Right of Way Association Membership (required).
• Real Estate Salesperson/Broker license (encouraged).
• Senior Right of Way (SR/WA) designation (encouraged).

Measures of Success

• Develop successful negotiating strategies to acquire easements and land rights on schedule and within budget.
• Accurately research property records for ownership and chain of title.
• Proactively coordinate project meetings with stakeholders to meet schedule and budget objectives.
• Conduct thorough research on potential site locations and provide recommendations.
• Assess project risks and develop mitigation plans to minimize impacts.
• Effectively communicate project status and risks to management and stakeholders.
• Manage Contract Right of Way Agent activities to distribute workload efficiently.
• Prepare market analyses and set values for easements granted to third parties.
• Complete International Right of Way courses for Property Management/Easement Acquisition and/or recertification.
• Obtain and maintain a Texas Real Estate license through education and examination.
• Successfully negotiate and settle property damage claims.
• Stay updated on Oncor Electric Delivery and Departmental policies and procedures.
