Distributed Resources Operations Analyst

About the role

As a Distributed Resources Operations Analyst in the Market Operations department, you will carry out NYISO tariff responsibilities through policies and procedures to ensure seamless participation of demand response and distributed energy resources (DER) in NYISO’s capacity, energy, and ancillary services markets. You will manage processes for the Special Case Resource (SCR) program, Emergency Demand Response Program (EDRP), Behind the Meter: Net Generation (BTM:NG) model, and the DER participation model. This role involves ensuring software requirements support tariff-defined market rules, mentoring team members, and representing the NYISO at internal and external meetings, working groups, conferences, and committees as the department’s subject matter expert.

Responsibilities

• Validate registration and enrollment of DERs in NYISO markets by reviewing contracts, utility bills, load reduction plans, and other documents.
• Register new responsible interface parties and SCR/EDRP customers, update participant parameters, monitor and resolve pending enrollments, and collect and validate event data upon activation of the SCR/EDRP program.
• Determine the capability period and monthly load zone peak hours, calculate performance factors, zonal performance calculations, and ICAP to UCAP translation annually to support ICAP Market Operations.
• Update the DRIS notification system with contact information and resources, conduct SCR audits, monitor EDRP/SCR event advisories and activations, transfer information to the MIS for scarcity pricing, and process EDRP/SCR event data for payments.
• Work with vendors to develop notification software enhancements and coordinate with internal NYISO staff.
• Perform demand response calculations to determine SCR performance penalties and assess required shortfalls and sanctions.
• Coordinate the onboarding and review of materials for Behind the Meter: Net Generation (BTM:NG) Resource participation.
• Enforce demand response and distributed resource program rules applicable to capacity, energy, and ancillary services markets using proprietary NYISO software.
• Assess complex data from multiple sources across departments, develop recommendations, negotiate buy-in, and implement solutions to complex problems.
• Monitor, assess, and report on the efficacy of NYISO’s demand response and distributed resources programs in capacity, energy, and ancillary services markets.
• Ensure the accuracy of millions of dollars in Market Participant settlements.
• Advise the NYISO market design team on the integration of demand response, BTM:NG, and distributed resources programs into NYISO markets.
• Uphold adherence to Tariff and NYISO manual rules for demand response and distributed resource programs, including conformance with business policy and procedures.
• Lead and present at internal and external meetings, including project team meetings and Market Participant working groups.
• Respond to Market Participant questions, provide training, and manage resource enrollments with professionalism.
• Represent NYISO at conferences and create and improve technical support documentation, including internal procedures and manual revisions.
• Collaborate with internal departments to implement changes to DRO business-owned software (DRIS, Aggregation System, MIS, Salesforce), including market rule revisions and additional functionality.
• Advise on and author software requirements and designs to achieve tariff compliance.
• Determine software functionality compliance with tariff and manual requirements through user acceptance testing (UAT).
• Support prompt and accurate responses to demand response audits, including SSAE16 compliance.
• Create demand response reports for FERC, NERC, NPCC, NYSRC, and other regulatory entities.
• Mentor team members on market rules, DRO procedures, and NYISO operations.
• Lead the design and implementation of solutions for assigned issues.

Requirements

• Bachelor’s Degree in Engineering, Computer Science, Operations Research, Data Science, Finance, Economics, Mathematics, Physics, or a related discipline; or an equivalent combination of education, training, and experience.
• Master’s Degree strongly preferred or equivalent combination of education and experience.
• Three to five years of relevant industry-related or professional experience; energy management, Distributed Energy Resource (DER), or Demand Response experience preferred.
• Knowledge of Power Systems Engineering and/or Economics is preferred.
• Knowledge of electric industry criteria and practices is helpful.

• Ability to work with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in complex phases.
• Proficiency in common statistical analysis and data analysis software programs.
• Ability to concisely summarize and visualize complex data using data visualization techniques (graphs, maps, charts, tables, figures, etc.).
• Ability to solve practical problems involving abstract and concrete variables in situations with limited standardization.
• Ability to interpret complete and partial sets of instructions in written, oral, diagram, or schedule form.
• Intermediate competency in Windows operating environment using MS Office applications, email, and internet programs.
• Ability to code in MATLAB, PI, Python, SAS, R, SQL, VBA, or similar software languages; extensive coding experience in one or more such languages preferred.
• Ability to learn new software programs as required.

Pay

Salary Range: $71,000 - $118,700 USD

Schedule

• This position requires a minimum of one onsite day per week at our Rensselaer, NY location, with additional days as required.
• Travel may be required to attend and/or conduct meetings, conferences, and training.
• May require work on nights, weekends, or holidays.
