About the role

Oversee the day-to-day operation of the SSVF Program in Baltimore City and Baltimore County, ensuring all housing placements meet the highest quantity and quality standards. Administer and manage services at the assigned location, delivering them consistent with a housing-first model, using best practices and community standards. Ensure compliance with established policies and procedures, and handle hiring, training, supervision, and retention of staff. Report monthly statistics of program goals and outcomes and collaborate with the Director of Performance Management.

Responsibilities

  • Provide direct supervision to Case Managers, guiding the development of detailed Individual Service Plans (ISP) for each Veteran family, including specific goals, action plans, and timelines for:
    • Greater Self-Determination
    • Healthcare Management
    • Employment/Financial Status
    • Stable Housing
    • Positive Parenting
    • Recovery from Addiction
  • Meet regularly with staff to track family progress in achieving goals and fulfilling responsibilities detailed in the ISP and Participant Agreement.
  • Serve as part of an administrative team that evaluates and assigns the amount of TFA to families.
  • Collaborate with employment service providers to integrate workforce development into case management practice and ensure clients have access to navigation services.
  • Ensure all staff adhere to the principles of Trauma-Informed Care and Crisis Prevention and Mediation.
  • Develop and provide ongoing training for program staff.
  • Conduct routine face-to-face supervision of staff, no less than bi-weekly.
  • Develop programs for staff incentives and retention to maintain positive morale.
  • Conduct staff meetings at least once a month and create ongoing opportunities to meet with clients individually and in groups.
  • Develop an outreach plan and coordinate outreach activities in collaboration with the community and other social services organizations, including:
    • Veterans Benefits Administration Regional Office
    • Vet Centers
    • Grant and Per Diem Programs
    • Department of Defense Resources
    • VA Medical Center Management Teams
    • Homeless Outreach and VASH Program
  • Keep documentation of program statistics in Client Track and assist in compiling data for reports.
  • Supervise staff use of HMIS and Salesforce data systems, serving as a Program HMIS Power User to ensure timely, high-quality data collection and entry. Utilize reports to monitor staff use of required data systems.
  • Use on-demand, monthly, and quarterly reports from HMIS, Salesforce, and Power BI to drive operational and service provision decisions.

Secondary Duties

  • Stay updated on the most effective means of accessing services within the larger community and maintain an active database for referrals and community partners.
  • Network with community service providers and city shelters to coordinate on-site services for case management of specific families.
  • Maintain an active referral base and network with other city shelter providers and those within the larger service community.
  • Create a welcoming and positive environment for volunteers, ensure they are used effectively to meet program goals, and provide direction to staff on incorporating them into their work.
  • Perform other duties as assigned within the scope of the position.
