Reporting to the Assistant Dean of Finance, this role directs all staff human resources functions for more than 125 Rady staff across over 50 title codes, including PSS, MSP (career, limited), nonacademic student employees, and volunteers. The Staff HR Director creates and promotes policies and practices that intentionally and strategically enhance staff retention, build community, and improve work productivity and satisfaction.

This position oversees human resources administration, recruitment, employee relations, community building, compensation/classification, organizational development, policy research, and compliance. It provides expert HR advice to leadership, managers, supervisors, and staff on a broad range of HR practices and issues, including complex and unusual problems requiring analysis of legal, financial, and employee relations factors.

The Director supervises a team of 3 HR Generalists and a Payroll Coordinator, advising the Dean, Assistant Deans, and managers on strategic HR issues impacting employee satisfaction, effectiveness, and productivity. This role also advises on communication plans for sensitive issues related to staffing, supervision, performance, reorganization, hybrid work, and workplace culture.

Key responsibilities include determining best practices for recruitment, compensation, performance management, and employee relations; interpreting UC and campus policies, including union contracts; and providing guidance on job classification, pay equity, and organizational development. The position leads talent acquisition efforts and addresses complex disciplinary, leave, and accommodation issues.

This is a highly participatory strategic partner role, advocating for and interacting with all Rady front-line staff, supervisors, managers, and nonacademic student workers. Note: This position does not encompass Academic Personnel responsibilities.

Work Schedule: Hybrid. For the first 3-4 months, 2-3 days/week on campus; subsequently, 1-2 days/week on campus (La Jolla).

Responsibilities

  • Direct all staff human resources functions, including recruitment, employee relations, community building, compensation/classification, organizational development, policy research, and compliance.
  • Provide expert HR advice to leadership, managers, supervisors, and staff on a broad range of HR practices and issues, resolving complex and unusual problems.
  • Oversee the implementation of departmental policies, programs, and practices aligned with the goals and mission of the Rady School.
  • Supervise a team of 3 HR Generalists and a Payroll Coordinator, ensuring excellent customer service to staff, supervisors, leadership, job applicants, and campus HR colleagues.
  • Advise the Dean, Assistant Deans, and managers on strategic approaches to complex HR issues impacting employee satisfaction, effectiveness, and productivity.
  • Develop and communicate schoolwide plans for sensitive issues or policies related to staffing, supervision, performance, reorganization, hybrid work, and workplace culture.
  • Determine and share best practices with managers and supervisors on recruitment, compensation, performance management, and employee relations for all staff levels.
  • Interpret UC and campus employee policies and advise on union contract issues.
  • Provide consultation on organizational development, including complex reorganizations.
  • Offer expert guidance on job classification, recruitment, compensation, pay equity, promotional opportunities, and supervisory issues.
  • Lead talent acquisition efforts and take proactive action to enhance staff satisfaction and retention.
  • Advise on complex disciplinary issues, leave/accommodation matters, and create efficient workflows and processes.
  • Provide ongoing guidance and coaching to direct reports on HR issues, UC policies, and systems.
  • Address and resolve the most complex or unprecedented HR issues.
  • Advocate for and interact with all Rady front-line staff, supervisors, managers, and nonacademic student workers.

Qualifications

  • Experience advising managers and supervisors on a wide variety of personnel matters.
  • Experience serving as an escalation point for staff and supervisors on difficult or uniquely challenging HR issues, including complex recruitments, compensation concerns, workforce restructuring, and employee relations.
  • Supervisory experience (typically three years minimum) independently supervising and coaching HR professionals, including hiring, providing ongoing guidance, and conducting performance evaluations.
  • Experience creating a customer-focused environment and promoting HR team discussions, information sharing, and collaboration.
  • Experience creating and promoting policies and practices that enhance staff retention, build community, and improve work productivity and satisfaction.
  • Experience coaching managers and HR staff on complex FMLA and accommodation issues, including lengthy leaves and return-to-work processes.
  • Experience supervising online payroll processes/systems.
  • Knowledge of wage and hour laws and other employment-related laws, including collective bargaining.
  • Experience independently recommending actions related to pay increases, job offers, promotions, and reclassifications.
  • Experience interpreting and implementing new policies and communicating them to senior management, supervisors, and staff.
  • Strong experience training and advising leadership, managers, and HR professionals on performance management, including addressing performance concerns, progressive discipline, and delivering disciplinary actions.
  • Experience working in a large organization with complex rules and processes for multiple types of recruitments, including strategic recruiting based on internal needs and UC policies.
  • Experience directing recruitment processes for various position types, including professional recruitment techniques, cohesive interview questions, candidate evaluation, salary analysis, reference checks, and job offer negotiations.
  • Thorough knowledge of human resources concepts, policies, procedures, employment practices, labor relations, salary administration, training, and other HR areas.
  • Strong experience (typically five years minimum) in more than one area of human resources, such as recruitment, compensation/classification, benefits, payroll, performance management, employee relations, or organizational development.
  • Theoretical knowledge of human resources functions gained through a college degree with a major in human resources, business administration, or a related field, or equivalent experience.
  • Experience determining best HR workflows and leading HR work processes and procedures.
  • Experience functioning in a large organization with complex rules regarding job classification and writing complex job descriptions.
  • Experience considering union contracts when writing job descriptions, title codes, and out-of-classification duties.
  • Proficiency with Google shared drives, Google Forms, Google Sheets, Microsoft Office, Zoom, and Outlook for scheduling interviews.
  • Experience collecting and organizing data, with strong data analysis skills.
  • Experience using and learning new online systems for talent acquisition, resume review, job offers, job descriptions, performance evaluations, payroll actions, benefits, and timekeeping.
  • Rapport-building skills and credibility to establish partnerships with senior leaders, faculty, managers, supervisors, and staff.
  • Experience providing feedback to senior leadership on highly sensitive topics and unusual circumstances.
  • Leadership skills to advise managers and supervisors on best practices related to recruitment, classification/compensation, union contract interpretation, supervision, performance appraisals, equity, work culture, and conflict resolution.
  • Prioritization, multitasking, and consulting skills to independently evaluate complex issues, formulate options, and develop solutions.
  • Experience anticipating the impact of policies, decisions, and organizational changes across professions and Rady School areas.

Preferred Qualifications

  • Completion of a Human Resources certificate or training program, or current/previous certification by a national HR organization (e.g., SHRM-CP, PHR, SPHR).
  • Experience working in a university setting, including recruitment, compensation, classification, and employee/labor/union relations at a University of California campus or similar institution.
  • Experience training others on UCSD online systems, such as HireOnline, JDOnline, Title and Pay Plan, Career Tracks Matrix, Academic Affairs Equity Module, Online Onboarding, I-9 Tracker, Staff Performance Appraisal system, UCPath, Ecotime, and Handshake.

Pay

Annual Full Pay Range: $81,600 - $147,800 (prorated if the appointment percentage is less than 100%). Hourly Equivalent: $39.08 - $70.79. The hiring pay scale for this role is $90,000 - $130,000/year.

Factors determining compensation include experience, skills, knowledge, abilities, education, licensure, certifications, and other business and organizational needs.

Schedule

  • Days, 8 hours/day, Monday - Friday.
  • Hybrid work arrangement: For the first 3-4 months, 2-3 days/week on campus; subsequently, 1-2 days/week on campus (La Jolla).
