Responsibilities

  • Facilities and Contract Management
    • Oversees team management of regional site operations engaged in the following: budget allocations, expenditures, annual excess/deficit, extended use, temporary care assignments, environmental concerns, maintenance and repair and troubleshoots emergencies, as needed.
    • Provides guidance to Deputy Director of Facilities on oversight of on site facilities staff including management of Custodian Engineers and the City’s Financial Management System (FMS) Building Managers;
    • Ensures on site facilities staff adherence to NYCPS policies and procedures.
    • Works with the Director of Contracts and Technical Services to ensure sufficient contracts are in place to meet maintenance, repair and service requirements and provides input regarding contractor performance.
    • Ensures smooth operation and appropriate interaction among various regional team members based on a school centric management approach.
    • Provides guidance to Deputy Directors of Facilities development and implementation of regional action plan, including management of in house skilled trade crews and contract managers as well as use of different financial resources, e.g., grants or internal Market/Market Makers.
  • DSF Facilities Policy and Strategic Planning
    • Disseminates division policy and practice;
    • Collaborates with the Director of Field Operations to determine and implement custodial policies, including building allowances and facilities management service contract administration and material management.
    • Decides regional priorities regarding all work performed by Custodian Engineers, Facilities Management Service contractors, in house skilled trades employees and maintenance / repair contractors.
    • Reconciles competing priorities expressed among DSF regional team members with members of the Extended Regional Facilities Team that includes staff from the SCA.
  • Organizational Management
    • Maintains personnel issues, including employee ratings, grievances and discipline.
    • Adjudicates district level supervisory conferences with employees.
    • Prepares monthly regional Executive Management Report based on analysis of performance data, including actual versus plan variances.
    • Ensures accountability of the expenditure of personnel and financial resources.
    • Coaches various regional team members on strategic plan objectives, operational plan targets and Executive Management Report performance indicators.
    • Conducts management review with regional team members upon annual visits up to bi-annual for larger teams, to all schools within the region and School Stat reports.
    • Organizes regional team professional development.
  • Boiler Compliance & Operations
    • Provides comprehensive oversight of boiler operations, emphasizing safety and efficiency.
    • Manages maintenance activities, ensures regulatory compliance, and supervises staff training to maintain the highest operational standards.
    • Develops and executes strategies for regulatory compliance, including budget management, maintenance planning, and staff training.
    • Upholds safety protocols, maintains accurate records, and allocates resources effectively to meet compliance requirements.
    • Drives initiatives to enhance energy efficiency within boiler systems, while enforcing stringent safety protocols.
    • Maintains detailed records to track system performance and safety compliance, ensuring optimal operations.

    Qualifications

    • Minimum: Nine years of full time satisfactory experience doing field work as an inspector, supervisor, manager or consultant in building maintenance, construction or installation of electrical, heating, ventilating, air conditioning or sanitary equipment, at least 18 months of which must have been in a supervisory, managerial or consultative capacity.
    • Education leading toward a baccalaureate degree in engineering or architecture from an accredited college may be substituted for the experience described above on a year-for-year basis, up to a maximum of three years of experience. However, all candidates must have the 18 months of supervisory, managerial or consultative experience described above.
    • Preferred: Stationary Engineer License, Department of Buildings Issued for NYC; Refrigeration Machine Operator Unlimited Capacity License/Certification, FDNY issued. Building Owners and Managers Association (BOMA) certification or Building Owners and Managers International certification for Real Property Administrator (RPA) or Facilities Management Administrator (FMA).
    • Building operations experience; extensive and successful experience in all aspects of organizational management; detailed working knowledge of how to manage large scale programs. Success in a management and communication role within large organizations; expert ability to communicate strategy. Strong organizational, communication both written and spoken, and interpersonal skills. Ability to prepare written reports and presentations clearly and concisely. Experience with implementation of policies and procedures on a department wide scale.

    Pay

    $180,000 - $195,000
    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
