Director - Regulatory

About the role

Manage certificate and regulatory related matters for certain interstate, intrastate, Hinshaw, and NGL pipelines. Provide certificate and regulatory support and guidance for strategic initiatives, major projects as well as numerous minor projects. Manage the preparation of Section 7 applications including preparation of the draft application and related exhibits; review and comment on environmental reports prepared in compliance with NEPA and FERC guidelines.

Responsibilities

• Lead and mentor a team and continue the development of talent within the team
• Participate in the development and implementation of outreach plans including preparation of Order 609 notifications and coordination with Governmental Affairs actions
• Maintain positive relationships with internal and external customers and regulatory agencies
• Serve as a liaison with FERC Staff, company personnel, other agencies’ representatives during various phases of a project including the pre-filing process, the pendency of an application at FERC, the construction of a project and during post construction compliance
• Manage tariff filings and reports for entities that offer 311 or Hinshaw service, for NGL entities and for entities that purchase or sell natural gas
• Oversee the preparation and filing of certain permits, tariffs, and regulatory reports for certain state agencies and certain agencies of Canada and Mexico
• Manage the gathering and compilation of the necessary information to complete timely responses to data requests from regulatory agencies
• Represent the Company in regulatory matters with state and federal regulatory agencies
• Occasional travel away from the assigned area may be required

Requirements

• Bachelor's degree required, MBA preferred
• Minimum 15 years direct work experience with regulatory matters, specifically certificate applications, in a natural gas industry environment is preferred
• Familiarity with agencies including the Federal Energy Regulatory Commission (FERC), Texas Railroad Commission (TRRC), Canadian Energy Regulator (CER), Energy Regulatory Commission (CRE), Mexico Ministry of Energy (SENER), Mexico Tax Administration Service (SAT) and other state regulatory agencies
• Established relationships with FERC and/or State Public Utility Commissions preferred
• Strong analytical skills and logical thought processes, with the ability to identify and resolve complex and sensitive regulatory issues/problems
• Proficient use of MS Office applications (PowerPoint, Word, Excel, Outlook)
• Proven communication and presentation skills, oral and written, with ability to communicate with a variety of individuals and personalities both internal and outside the organization
• Ability to work with and lead a team, take directions from supervisor(s), focus attention on details, and maintain compliance
• Able to organize and prioritize daily work and maintain strict confidentiality
• Able to successfully perform multiple tasks and meet deadlines
• Able to perform the required and expected duties with little direct supervision

Qualifications

• Must possess and maintain a valid driver's license and a driving record satisfactory to the Company and its insurers
• Successful completion of background check and drug screening
