Director, Portfolio Management and Strategy
The NYC Public Housing Preservation Trust (the Trust) is a public benefit corporation created to oversee the renovation and rehabilitation of New York City’s public housing developments, owned by the New York City Housing Authority (NYCHA). Through a long-term ground lease, the Trust secures a Section 8 rental subsidy contract to raise financing for comprehensive building renovations. Residents must vote to opt into the Trust, and to date, over 1,700 units across four developments are slated for renovation, impacting over 3,200 residents.

About the Role
The Director of Portfolio Management and Strategy provides strategic leadership for the Trust’s real estate initiatives, overseeing cross-functional projects to advance portfolio management, asset performance, and organizational processes. This role partners with Trust leadership, NYCHA, public agencies, developers, and lenders to guide complex transactions, implement systems, develop policy, and improve project delivery.
Responsibilities
- Strategic Leadership & Portfolio Management:
- Lead cross-functional initiatives to advance Trust priorities in asset management and operations.
- Convene and direct multidisciplinary teams across NYCHA, Trust departments, consultants, and public agencies.
- Evaluate portfolio performance through monitoring and post-closing analyses to strengthen future projects.
- Develop data-driven policy recommendations for rehabilitation and property management challenges.
- Asset Management & Fiscal Oversight:
- Oversee portfolio reporting to ensure compliance with regulatory, financing, and investor requirements.
- Partner with the CFO and Asset Management team on budgets, forecasts, and cash flow analyses.
- Review transaction documentation to operationalize compliance and reporting obligations.
- Performance Improvement:
- Manage cross-disciplinary initiatives to improve organizational processes and efficiency.
- Build collaborative relationships with stakeholders to resolve implementation challenges.
- Transactions & Financing Strategies:
- Advise leadership on redevelopment, acquisitions, recapitalizations, and financing structures.
- Partner with Project Finance and Development to evaluate funding opportunities, including tax credits and public financing.
- Collaborate on closing activities to ensure smooth transitions to portfolio management.
Qualifications
- A baccalaureate degree from an accredited college or university and four years of professional experience in real estate development, appraisal, financing, negotiation, disposition, real estate law, urban planning, or housing program coordination.
- Graduate study in urban studies, city planning, business/public administration, finance, architecture, or engineering may substitute for up to one year of experience (30 credits = 1 year).
- Graduation from an accredited law school may substitute for one year of experience, but all candidates must have at least two years of relevant experience.
Preferred Skills
- 8+ years of experience in real estate development, project management, urban planning, or a related field.
- Proven track record managing large-scale, multi-stakeholder projects.
- Fluency in HUD programs, Project-Based Section 8 conversions, and government requirements.
- Deep understanding of NYC housing policies, HUD guidelines, and public-private partnerships.
- Advanced degree in urban planning, business, public administration, or a related discipline.

$145,000.00 – $165,000.00.
NYCHA employees must have served one year in their current role to be eligible for transfer or promotion. NYCHA residents are encouraged to apply. The Trust has no residency requirements.
