About the Role
Under general direction of the Dean, plans, organizes, manages and evaluates the Police Academy program, including delivery of instruction for Peace Officer Standards and Training (POST), Standards and Training for Corrections (STC) and Institute for Criminal Investigations (ICI) courses. Oversees and assists with program, curriculum and class schedule development for myriad basic through advanced courses; assigns and approves professional development; assists the Dean in faculty evaluation and tenure processes; promotes and represents the Police Academy with other campus departments and community partners; develops partnerships with external law enforcement agencies and implements/manages Instructional Service Agreements (ISA) with agency partners; maintains accreditation and program qualification standards; ensures academy program functions comply with all applicable District, local, state and federal codes/regulations.
Responsibilities
- Plans, organizes, manages, integrates and evaluates the operations/activities of the Police Academy; develops, implements and monitors instructional activities to achieve goals and objectives.
- Oversees acquisition and maintenance of required equipment, props, training facilities, and resources in compliance with all applicable safety requirements.
- Participates in the selection and onboarding of assigned full- and part-time faculty in coordination with the Dean, selection hiring committees, and the Human Resources Department; conducts and/or facilitates new employee orientations; encourages faculty professional development; promotes and maintains a collegial environment; serves as mediator in faculty, staff, student, and community conflict-resolution and grievance processes.
- Directs and manages the performance of assigned employees; establishes performance requirements and professional development targets; monitors performance and provides coaching; conducts timely performance evaluations; ensures accurate reporting of absence time; hears and acts on employee grievances; approves or takes disciplinary action, up to and including termination, in accordance with Board Policies and collective bargaining agreements.
- Provides day-to-day leadership to ensure a high-performance, service-oriented work environment that supports the academy's, college's, and District's mission, objectives, and values; promotes workplace diversity, inclusion, cultural competency, and a positive work environment.
- Works closely with Guided Pathways and Equity Committees to advance the State Chancellor's Vision for Success; collaborates with K-12, college, and university partners in the development of career and/or transfer pathways.
- Participates in the development and implementation of District, college, and Police Academy strategic plans, goals, and objectives; leads employees in developing and applying new methodologies, technologies, and business process improvements; ensures compliance with all accreditation requirements established by Peace Officer Standards and Training (POST) and serves as liaison during accreditation review processes.
- Plans, organizes, and manages the effective delivery of instructional programs for the Police Academy to meet the region's public safety requirements; ensures curricula and training methods meet rigorous POST, STC, and ICI guidelines and quality standards; assists faculty with program accreditation requirements; recommends faculty instructional and non-instructional assignments; monitors faculty loads; conducts curriculum and program review, evaluation, and planning; manages instructional methods, testing, and remediation; oversees scheduling of class offerings, monitors class sizes, and approves schedule changes.
- Ensures recertification of POST by preparing for, conducting, and facilitating the tri-annual state Basic Course Certification Review.
- Develops, documents, implements, and manages instructional service agreements with local law enforcement and correctional agencies, as well as state Robert Presley Institute of Criminal Investigation (ICI), POST Supervisor, POST Emergency Operations Course, and Academy Instructor Certification courses; creates and manages multiple independent contractor agreements for instruction delivery.
- Provides leadership and coordinates participation in state, local, and regional collaborations and community outreach activities to promote and expand programs, develop partnerships, and support student placement; oversees development of grant applications and administration of grants.
- Coordinates, facilitates, and attends meetings with the Police Academy Advisory Committee to maintain open communication on educational needs of the community and stakeholders; serves on or leads committees, workgroups, and task forces; represents the District/college/academy at local, regional, state, and national conferences, meetings, workshops, and training seminars on law enforcement and corrections.
- Ensures academy programs/activities comply with all applicable local, state, and federal laws, regulations, and codes, including California Education Code and Title V.
- Coordinates and participates in initiatives to recruit students to the basic academy, corrections, and advanced officer programs.
- Recommends, develops, implements, and revises policies, procedures, and operational guidelines to improve and/or clarify processes.
- Interprets, applies, and ensures compliance with all federal and state laws, applicable program policies, procedures, guidelines, and reporting requirements; remains current on legislative decisions and developments; ensures accuracy and validity of program tracking and data; develops, maintains, and audits spreadsheets, databases, and reports; utilizes third-party portals and databases to research and track student information.
- Makes presentations to diverse audiences, including the Board of Trustees or other board-level groups.
- Recruits active law enforcement professionals to serve as part-time faculty in the college's Police Academy programs.
- Maintains effective relationships with Peace Officer Standards and Training (POST) and a variety of state and federal law enforcement associations.
- Participates in participatory governance processes and initiatives; demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development to increase cultural competency and enhance equity-minded practices within the District.
Requirements
- Evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.
- Master's degree from an accredited college or university in criminology, public safety administration, or a relevant field of study, and five years of professional law enforcement experience, at least two of which were at the public safety management level.
- OR meet the state minimum qualifications for an educational administrator, which includes a master's degree and at least one year of formal training, internship, or leadership experience reasonably related to the administrative assignment; or California Community College Supervisory Credential.
- Any Academy Director must have sworn, full-time, first-level supervisory experience.
- Valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.
Desirable Qualifications
- Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusion shape participation and outcomes.
- Willingness to examine and remediate one's relational practices to more effectively engage and support racially minoritized students.
- Commitment to participatory governance, consensus building, and a team approach to management.
Skills
- Advanced knowledge of the goals, principles, requirements, and best practices for the development and administration of law enforcement and correctional training programs, including curriculum development, methods of instruction, and use of educational technologies.
- Master-level knowledge of peace officer training standards and corrections officer training standards and all related regulations.
- Understanding of local and regional public safety agencies' training and development needs for sworn officers and commanders.
- Knowledge of concepts, processes, and regulations applicable to the use of instructional services agreements.
- Familiarity with applicable federal, state, and local laws, codes, regulations, and rules governing community college police academies, including the Family Educational Rights and Privacy Act, California Education Code, Title V, POST, STC, and ICI.
- Knowledge of accreditation requirements established by Peace Officer Standards and Training (POST) and other health and safety codes applicable to administration.
