Telework

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

Duties

This position is located in the United States Patent and Trademark Office (USPTO), Office of the Chief Financial Officer (OCFO). The Director of the Office of Planning and Budget, serves as the primary counsel to the Chief Financial Officer (CFO) and Deputy Chief Financial Officer (DCFO) in the USPTO in planning and developing program objectives, budgetary plans, and fee forecasts.

  • Plans, formulates, and justifies the agency's budget and oversees the expenditure of allocated funds and accurate allocation of budgeted costs between programs and business areas.
  • Develops, establishes, and maintains systematic procedures for tactical and strategic planning for the USPTO. Coordinates the development of the agency's long-range strategies and organizational performance plans that ultimately support budget development.
  • Serves as the primary reporting point for all statistical analyses that measure USPTO progress against established performance goals and progress in achieving stated budgetary and program goals.
  • Conducts research and econometric studies and prepares related workload, fees, and fee income forecasts. Plans, directs, and implements user fee activities, applying business-like standards, including the setting of user fees, monitoring user fee receipts and projecting current and future year fee receipts.
  • Prepares documentation, reports, input to testimony, and responds to questions in support of USPTO's annual budget submission to the Department of Commerce, Office of Management and Budget, and the Congress.

Professional Technical Qualifications (PTQs)

  • Demonstrated expertise in managing the full federal budget lifecycle (including through the appropriation and legislative process), organizational performance management, and fee-setting and forecasting for a user-fee funded agency, including relevant laws and regulations.
  • Demonstrated executive level leadership building effective working relationships with other Agency executives, Department-level counterparts, OMB, GAO, and Congress to manage a large budgeting, planning, and fee setting operations.
