Director of Sector Initiatives
About the role
The Director of Sector Initiatives is a member of the San Diego Workforce Partnership’s leadership team, providing vision and strategic direction for program execution, expansion, and alignment within the organization and across the community. This role leads the strategic development and programmatic oversight of key priority sectors, collaborating with industry, labor partners, training providers, academic institutions, and community organizations to meet workforce development needs and ensure programs align with current industry skills demands.
The Director will work closely with the Population Specific Director and Strategic Partnerships Director to align department goals and improve employment, education, and support services for individuals facing employment barriers, fostering a competitive workforce for San Diego County and the City of San Diego.
Responsibilities
- Create, oversee, and attain sector initiatives and program performance goals, KPIs, and case management.
- Oversee multiple grant funding streams from public, private, and philanthropic sources.
- Serve as fiduciary representative of the organization, safeguarding its assets, reputation, and integrity.
- Ensure compliance with SDWP policies and procedures, including oversight of teams’ understanding and implementation of relevant Operational Issuances.
- Manage priority sector teams focusing on program management, design, training, and development for internal and external partner programs.
- Implement evidence-based programming and performance-based contracting into all program development.
- Ensure timely delivery of well-aligned jobseeker support, career, and placement services.
- Create innovative, customized solutions within program designs to serve job seeker and employer training needs.
- Collaborate with interdepartmental team members to ensure compliance and integrity of program delivery.
- Train teams on centralized knowledge resources related to workforce development programs, policies, procedures, regulations, and legislation.
- Coordinate operational continuity resources and interdepartmental services.
- Multitask, organize, and prioritize tasks associated with multiple assigned programs.
- Perform other related duties as assigned.
Requirements
- Bachelor’s degree in non-profit management, public administration, business administration, or related field.
- Six to eight (6-8) years of director or manager-level work experience.
- Six to eight (6-8) years of direct experience managing workforce initiatives and training programs.
- Industry-specific knowledge and experience.
- Deep connections and understanding of the organized labor community.
- Understanding of priority sector and industry-led initiatives and the labor market in San Diego.
- Proven ability to lead, manage, and motivate a multi-functional team, fostering collaboration, accountability, and high performance.
- Experience in strategic and operational planning, decision-making, and program execution.
- Understanding of State and Federal laws and regulations related to workforce development training program funding.
- Excellent attention to detail and creative problem-solving skills.
- Strong organizational and communication skills.
- Ability to maintain confidentiality and handle sensitive situations with sound judgment.
- Visionary leadership, adaptability, and creativity.
- Computer proficiency, particularly with Microsoft Office suite (Outlook, Word, Excel, PowerPoint).
Preferred Qualifications
- Master’s degree in non-profit management, public administration, or related industry-focused field.
- Three to five (3-5) years of skilled trade-related work experience.
- Lean Six Sigma Certification.

Pay
Compensation for this position ranges from $125,897 to $173,162. The final base salary will be determined based on factors such as education, knowledge, skills, and experience, with consideration for internal pay equity. Hiring at the maximum of the range is not typical to allow for future salary growth.
