Director of Public Works
About the Position
The Director of Public Works serves as a key member of the City of Neenah’s leadership team, providing executive oversight of the City’s public works and utility operations and guidance in the City’s overall growth. Reporting directly to the Mayor, the Director leads a comprehensive team responsible for engineering, streets, sanitary sewer and stormwater utilities, sanitation services, fleet and equipment maintenance, and city facilities. This role serves as a strategic advisor on infrastructure planning, capital investment, and operational performance, ensuring the delivery of high-quality, reliable public services.
About the Department
Design and management of street and utility projects. Construction oversight and coordination with contractors and agencies. Infrastructure records management and utility locating.
Maintenance of 18 traffic signals and 10 roundabouts. Oversight of more than 3,700 streetlights (City- and utility-owned). Pavement markings, signage, and traffic control systems.
Collection of 7,000 tons of garbage and 3,500 tons of recycling annually. Management of bulky item collection, yard waste, and drop-off services.
Maintenance of approximately 130 miles of streets, 137 miles of sidewalks, and 15 miles of trails. Plowing, salting, and hauling operations to ensure safe winter travel. Pavement repair, resurfacing, crack sealing, and sidewalk maintenance.
Maintenance of 126 miles of sanitary sewer and 97 miles of storm sewer systems. Sewer cleaning, televising, and lift station operations. Stormwater management, including retention ponds, street sweeping, and erosion control.
Maintenance and operations of City parking lots and ramp facilities. Right-of-way management, including permitting, forestry, and vegetation control.
Maintenance of City facilities, including City Hall, garages, and public structures. Management and repair of a diverse fleet, including over 60 Public Works vehicles and 100+ pieces of equipment.
The Director manages a significant annual operating budget and leads the implementation of the City’s Capital Improvement Program (CIP). Infrastructure investment decisions are guided by data-driven tools such as pavement condition ratings (PASER), utility condition assessments, and coordinated project planning.

The Ideal Candidate

This individual will be a strategic thinker and clear communicator, building strong relationships across departments and with regional partners while maintaining a visible and approachable presence. The successful candidate will be committed to operational excellence, long-term infrastructure planning, and continuous improvement.
Hiring Range
Hiring Range: $120,000–$140,000 (DOQ)

Qualifications
- Bachelor's or Master's Degree in Civil Engineering, Public Administration, Finance, Planning, or a related field.
- 6+ years of progressively responsible municipal government leadership experience.
- Direct engineering experience is not required. Overall understanding of municipal engineering, project management, capital budgeting, and demonstrated leadership capabilities will be considered in lieu of direct Public Works experience.
- Valid driver’s license required.
