DIRECTOR OF PUBLIC HEALTH

Wayne County is looking for a motivated public health professional to lead the County in understanding and implementing a health care strategy and program that addresses the current health needs of Wayne County residents, while envisioning and preparing for future needs. The ideal candidate will be energetic, visionary, collaborative, and transformational. This position serves as the primary administrator of all Public Health Programs in a county serving less than 250,000 residents and is responsible for coordinating technical services under State Public Health Programs and the licensed agency. The incumbent oversees the professional and financial operation of the agency under administrative direction from the County Board of Supervisors.

Responsibilities

  • Administer a local public health program on behalf of the County Board of Supervisors, acting as the Board of Health, including:
    • Immunization Services
    • Tuberculosis Control Program
    • Early Intervention Program
    • Rabies Control
    • Communicable Disease Control
    • Injury Prevention
    • Public Health Emergency Preparedness
    • Lead Poisoning Prevention
    • Maternal-Child Health Program
    • Activities of the Diagnostic & Treatment Center (clinical services)
  • Prepare, submit, and manage the annual budget.
  • Develop new programs to meet community needs.
  • Conduct Community Health Assessments and implement a Community Health Improvement Plan as required by the NYSDOH.
  • Analyze staffing needs and develop contractual arrangements as necessary.
  • Coordinate the activities of all required advisory and professional committees.
  • Act as liaison with all governmental agencies and community groups; develop and assign departmental representation.
  • Administer all data collection activities and statistical reporting.
  • Administer policy and procedure development for all programs.
  • Ensure departmental programs meet all Federal, State, and Local requirements.
  • Conduct systematic program evaluations on an ongoing basis.

Requirements

  • Comprehensive knowledge of the principles, practices, and terminology of public health administration and program administration.
  • Comprehensive knowledge of health economics and legislation; community organization.
  • Thorough knowledge of the principles and practices of health care management.
  • Working knowledge of local government operations and research methods.
  • Ability to direct and evaluate public health agency programs.
  • Ability to plan, organize, and direct the activities of others.
  • Ability to engage with the public on proposed health programs and prepare technical and statistical reports.
  • Effective communication skills.
  • Physical condition commensurate with the demands of the position.

Qualifications

A master’s degree in public health from a regionally accredited or NYS registered college or university demonstrating core competencies (Biostatistics, Environmental Health Sciences, Epidemiology, Health Policy and Management, and Social and Behavioral Sciences) or a master’s degree in a related field (public health nursing, health administration, community health education, or environmental health).

Two years of administration experience in a health-related organization or government agency demonstrating knowledge and skills in public health program administration, including workforce and budget management, effective communication, policy or business goal implementation, and compliance with legal requirements.

All appointments are subject to approval by the State Commissioner of Health. Candidates not meeting the education or experience requirements may be conditionally approved for a two-year appointment with potential for renewal, contingent on satisfactory progress in a public health education or experience plan approved by the State Commission of Health.

Special Requirement

Wayne County residency is required at the time of appointment.

Pay

$132,106 - $170,313
