Experience & Minimum Qualifications
- Broad and extensive experience in the development, analysis, and administration of public health and health care programs and services.
- Three years of the background and experience must have been in a senior-level management or full supervisory capacity, including work in fiscal management, personnel management, program development, and grant administration.
Education
Equivalent to graduation from college with a Master’s Degree in Public Health, Health Administration, Public Administration, or a closely related field.
Responsibilities
- Communicate effectively with others in person and over the telephone.
- Analyze data, interpret policies, procedures, and regulations; develop appropriate conclusions.
- Meet deadlines under stressful conditions; complete multiple priority projects with conflicting deadlines.
- Resolve conflicts and respond appropriately to complaints.
- Establish, implement, and achieve department goals and objectives.
- Maintain confidential information in accordance with legal standards and/or County regulations.
- Represent the County with the community and other agencies.
- Interpret, implement, and monitor provider contracts.
- Plan, organize, direct, manage, and coordinate the functions and programs of the Department.
- Ensure proper enforcement of public health and environmental health statutes, laws, and regulations.
- Provide direction, supervision, and training for Department staff; review their work and resolve problems.
- Develop a budget and control expenditures; oversee the development and administration of grants.
- Be responsible for the development, maintenance, and preparation of public health and health care statistics, medical records, and reports.
- Coordinate assigned activities with community organizations and other government agencies.
- Effectively represent the Health Department in contacts with the public, community organizations, and other government agencies.
- Establish and maintain cooperative relationships with those contacted during the course of the work.
Physical Requirements
- Frequent use of depth perception, peripheral vision, and color perception.
- Frequently lift, carry, reach, push, pull, twist, and manipulate large and small objects.
- Frequent use of hand-eye coordination; repetitive hand and arm motion; frequent holding and grasping.
- Occasionally lift and carry up to 40 pounds.
- Regular attendance is an essential function.
Knowledge & Skills
- Public health care problems and issues and their relationship to developing/operating programs and services.
- Federal, State, and County laws and regulations applicable to public health programs, environmental health, public health laboratory operations, communicable disease control, indigent health care programs, and hospital operations.
- Principles, techniques, and practices of effective business, public health, and health care administration.
- Administrative techniques/requirements for securing, maintaining, and functioning of grant programs.
- State and Federal funding of health care services, particularly for the medically indigent.
- Operating policies and general functions of the State Department of Health Services and CAL-EPA.
- Budget development and expenditure control.
- Public personnel management.
- Principles and techniques of effective employee supervision, training, development, and management.
