Director of Proposal Operations

About the Role

JCS Solutions is seeking a Director of Proposal Operations to lead the end-to-end federal proposal function, responsible for creating a disciplined, scalable, and high-performing proposal operation that supports sustained growth across the federal market. This leader will partner closely with Growth and Capture, Contracts, Pricing, Technical Leadership, Operations, and executive leadership to translate capture strategies and technical solutions into compelling, compliant, and differentiated proposals.

Responsibilities

• Proposal Leadership & Execution: Lead the end-to-end proposal lifecycle for federal opportunities, including RFIs, RFQs, RFPs, task orders, IDIQ/GWAC competitions, BPAs, and other acquisition responses. Develop and manage proposal strategies, schedules, compliance matrices, reviews, and submission activities.
• Proposal Operations: Build and oversee a scalable proposal management framework, including governance, processes, templates, quality standards, and best practices. Manage multiple concurrent proposal efforts, prioritizing resources and workload based on strategic objectives.
• Proposal Strategy & Content Development: Partner with Capture and Growth leaders to ensure proposals reflect the approved win strategy, customer priorities, and value proposition. Work with technical leaders to turn complex concepts into clear proposal narratives.
• Compliance & Quality Assurance: Serve as the authority for solicitation compliance, ensuring proposal accuracy and supportability. Coordinate with functional teams to validate proposal information before submission.
• Proposal Content & Knowledge Management: Develop and maintain a centralized, searchable proposal content repository. Build reusable, validated content covering corporate capabilities, technical approaches, and past performance.
• AI-Enabled Proposal Operations: Leverage AI and automation to improve proposal efficiency, content management, and submission quality. Establish governance for responsible AI use.
• Cross-Functional and Team Leadership: Serve as the principal operational interface between Proposal Operations and various teams. Establish clear proposal-entry criteria and ensure pursuits are mature before committing resources.

Qualifications

• Bachelor's degree in business, communications, English, technology, management, or related field, or equivalent experience.
• 10+ years of federal government contracting proposal experience, including complex competitive proposals.
• 3–5 years leading proposal teams or major federal proposal efforts.
• Strong knowledge of federal acquisition processes and solicitation requirements.
• APMP certification or experience with structured proposal methodologies (e.g., Shipley).
• Exceptional writing, editing, and organizational skills.
• Proficiency with Microsoft 365 and modern proposal collaboration tools.

Skills

• Experience with DoD, Intelligence Community, DHS, or civilian agencies.
• Proposal development for cybersecurity, AI, cloud, DevSecOps, or digital modernization.
• Familiarity with large-business/subcontractor and small-business/prime environments.
• Implementation of AI-enabled proposal tools or knowledge-management platforms.
• Support for oral presentations and technical demonstrations.
• Active or previously held federal security clearance (desirable).

Pay

The general salary range for this position is $130,000.00 - $175,000.00, based on factors such as location, qualifications, and contract terms.
