Position Summary

The Director of Programs is responsible for managing Serve Colorado’s federal, state, and nongovernmental grants, overseeing grant applications and submissions, and ensuring compliance with federal and state regulations. This role involves strategic leadership, grant management, and grant award process oversight.

Essential Duties/Responsibilities

• Works with the Executive Director to cultivate strategic partnerships and lead the design of the agency’s strategic goals and objectives.
• Strategically manages Program and Impact Officers to ensure a balanced, compliant, and impactful program portfolio.
• Provides leadership for the program team, ensuring they have clear direction and support to achieve their individual and team objectives.
• Identifies and develops opportunities for individuals to serve and/or volunteer.
• Represents Serve Colorado at various community and/or interagency meetings.
• Supports the AmeriCorps identity across the streams of service by attending program events, graduations, and related program celebrations.
• Maintains a working knowledge of significant developments and trends in the field.
• Affirms the importance of equity and inclusion in all aspects of the role.

Grant and Operations Management

• Supervises the preparation and submission of Corporation for National and Community Service (CNCS) grant applications.
• Administers the timely and compliant submission of monthly, quarterly, and/or yearly reports.
• Develops and implements monitoring systems to ensure Serve Colorado’s compliance with all required standards and policy and provision requirements.
• Trains and provides work direction to staff, volunteers, interns, and/or VISTA program associates, as assigned.
• Supports the Governor’s Commission on Community Service Committees, as needed.
• Coordinates with the AmeriCorps agency on a range of programmatic and grant-related topics.
• Performs other such duties as assigned.

Grant Award Process

• Oversees all aspects of grant application review process, including publication of Request for Proposals.
• Develops and implements policies, procedures, and timelines to solicit, review, and select grant proposals.
• Solicits independent peer reviewers and coordinates the review process.
• Reviews and refines the annual grant award cycle to ensure a high-quality, innovative, and transparent process.
• Develops and enhances an applicant technical training process resulting in high caliber and competitive grant applications.

Grantee Management and Development

• Develops and provides timely and accurate technical training to grantees to support their understanding and compliance with applicable rules and regulations.
• Oversees the implementation of programming and support designed to strengthen grantee performance in areas including, but not limited to, grant management, program operations, and member management.
• Supervises the review of grantee performance and evaluation, as well as the financial reimbursement requests and payments, ensuring accurate and timely information.
• Designs and administers a grantee monitoring system to effectively prevent, detect, and resolve areas of fiscal and programmatic non-compliance.
• Provides responsive customer service, high-quality support, and targeted technical assistance to grantees.
