About the role
The Division of Human Resources (DHR) Policy and Compliance Director oversees the daily operations, strategic planning, and goals of the Policy and Compliance team. This includes developing, updating, and managing Universal Policies and Technical Guidance, Personnel Board Rules, and Personnel Director Appeals, as well as ensuring compliance with federal and state laws.
Responsibilities
- Develops and recommends changes in statute, guidance, universal policy, rules, and partnership agreements.
- Reviews and drafts policy language and supporting documents, prepares speaking points and presentations, assesses the potential impact of changes, and monitors applicable rule or law.
- Presents changes, rules, policies, or guidance to the HR community and ensures a consistent process for updates.
- Drafts and delivers audit recommendations, collaborates with teams across DHR to implement audits, and facilitates responses to CORA requests.
- Maintains the appeals process, designs, develops, and implements an audit function, and monitors compliance with the statewide performance management program.
- Manages workload and processes to implement strategic policy direction, initiatives, and goals for policy and compliance units.
- Provides strategic program leadership, gathers feedback, develops and implements KPIs, and collaborates with internal and external stakeholders to update universal policies, technical guidance, and propose changes.
- Represents the unit to various groups, reviews and provides edits to proposed and/or amended legislation, and reviews and provides edits to statutorily required reports.
Requirements
- At least ten (10) years of experience in Human Resources, with at least two (2) years of experience in public or business administration.
- A Bachelor's degree from an accredited institution in a field of study related to the work assignment, with at least six (6) years of experience in Human Resources, including two (2) years of experience in public or business administration.
- Proven ability or accomplishment in analyzing policy and legislation for statewide impacts and risk, managing policies, rules, and/or legislation, conducting audits, drafting and implementing audit recommendations, and demonstrating advanced strategy and planning skills.
- Exceptional working knowledge of state personnel system, state constitution, and relevant statutes.
