About the role

The City of Virginia Beach is seeking a Director of Performance & Analytics to manage and enhance the City’s business intelligence and strategy platform. This role will utilize data-informed decision-making processes to achieve desired performance outcomes and align with the City’s strategic priorities.

Responsibilities

• Manage and enhance the City’s business intelligence and strategy platform
• Lead organizational strategy and foster a culture of continuous improvement
• Advance the organization’s use of data to impact decision-making and optimize service delivery across City operations
• Align performance outcomes with the City’s strategic priorities
• Provide direction and leadership to support and enhance the City’s strategic planning and operational performance initiatives
• Influence deficiencies in performance areas using Lean Six Sigma principles
• Lead the citywide strategic planning process
• Collaborate with City leadership, departments, and stakeholders to identify opportunities for organizational improvement, operational efficiencies, and enhanced service delivery
• Leverage data to drive operational improvements and support informed decision making across the organization

Requirements

• Experience in strategic planning
• Knowledge of statistical programs
• Broad understanding of local government, ideally with prior experience in enterprise-wide budgeting, strategic planning, or performance management
• Experience leading complex applied research initiatives is strongly desired

Qualifications

• Master’s degree in a relevant field (e.g., public administration, data science, statistics)
• Minimum of 7 years of progressively responsible experience in a similar role
• Proven track record of success in leveraging data to improve organizational performance
• Strong analytical and problem-solving skills
• Excellent communication and collaboration skills
• Ability to work effectively with diverse stakeholders and teams

Skills

• Proficiency in varied research and statistical models, methodologies, and frameworks
• Experience with Lean Six Sigma principles
• Strong leadership and management skills
• Ability to work collaboratively and drive organizational change
