About the role

The NYC Department of Finance (DOF) administers the city’s tax revenue laws fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. DOF’s Sheriff’s Office serves and enforces court mandates, orders of protection, warrants, decrees, and property seizures; conducts criminal investigations of real property fraud, tax crimes, and trafficking of illegal and untaxed tobacco products and synthetic narcotics; and monitors defendants referred by the courts for electronic monitoring. As the Sheriff’s Office manages increasingly complex enforcement, investigative, technological, public safety, and interagency responsibilities, there is a need for a dedicated executive‑level function to coordinate strategic initiatives, monitor implementation milestones, integrate performance information across divisions, and ensure accountability for cross‑divisional initiatives. To meet this need, the Sheriff’s Office is establishing an Office of Organizational Strategy and Transformation, led by a Director of Organizational Strategy and Transformation. The Office will serve as the central strategic coordination and performance management function for the Sheriff’s Office, providing executive‑level oversight of strategic priorities and cross‑divisional initiatives, improving interagency collaboration, supporting data‑informed decision‑making, establishing greater accountability for implementation, and advancing continuous organizational and operational improvement. The Director will provide dedicated leadership to coordinate and implement the Sheriff’s strategic priorities while allowing operational leadership to remain focused on day‑to‑day management of enforcement activities. The Director will translate the Sheriff’s strategic priorities and performance improvement plan into an actionable implementation strategy with clearly defined objectives, milestones, and timelines. This centralized approach will give the Sheriff and DOF executive leadership greater visibility into organizational performance and the status of high‑priority initiatives while allowing operational leadership to remain focused on core enforcement activities. Reporting to the Sheriff, the selected candidate’s duties and responsibilities will include, but not be limited to the following:

Responsibilities

  • Lead organizational initiatives on behalf of the Sheriff
  • Coordinate the implementation of strategic priorities across the Sheriff’s Office divisions
  • Monitor organizational performance and ensure the timely execution of the Sheriff’s Office priorities
  • Prepare executive briefings, reports, presentations, and performance metrics for the Sheriff and DOF executive leadership
  • Coordinate interagency initiatives and executive communications involving DOF leadership, sister agencies, law enforcement partners, and other external stakeholders
  • Support implementation of new legislation, technology initiatives, and organizational changes
  • Manage executive projects and special assignments assigned by the Sheriff
  • Serve as a senior strategic advisor to the Sheriff on organizational priorities and agency initiatives
  • Coordinate change management activities within the Sheriff’s Office to support continuous organizational improvement
