About the Role

Keystone Pacific Property Management, LLC is a prestigious community management firm headquartered in Irvine, CA, with offices throughout Northern and Southern California, Colorado, and Idaho. Since 1982, we have led the way in providing superior customer care for clients in planned-unit developments, condos, mixed-use, commercial, new project developments, large-scale onsite communities, and master-planned community associations.

The Director of New Development Operations is responsible for all aspects of new development support operations, including escrow, billing, launch process, community tracking, and developer services. This role involves working with property managers, general managers, property developers, and third-party service providers to oversee phasing communities and lead operations surrounding builders and developers. The position also includes building and managing teams effectively and developing new development strategy under the direction of the Vice President of New Project Development.

Responsibilities

  • Leadership & Team Oversight
    • Supervise, coach, and develop the New Development Escrow Team and New Development Community Launch Team to ensure quality and timely service.
    • Monitor team performance, conduct evaluations, provide regular feedback, and manage disciplinary actions as needed.
    • Lead recruitment, onboarding, and training of new team members.
    • Ensure compliance with company policies, HR guidelines, and labor laws.
    • Promote a positive, collaborative team environment and uphold company values, standards, and Moments that Matter initiatives.
  • Client Service & Account Management
    • Ensure correct and timely developer billing and new phase annexation in accordance with Keystone and industry standards.
    • Coordinate with the Director of New Project Development to provide support for the new development management team.
    • Provide support to management and accounting teams regarding developing/phasing communities.
    • Maintain an accurate and timely bond release program.
    • Serve as the point of contact for builder/developer clients.
    • Oversee staff to ensure new development projects are properly set up in anticipation of first closing, including document collection and distribution, bond release preparation, tracking, reporting, and initiating billing controls.
  • Project Development & Forward Planning
    • Participate in forward planning meetings to structure new communities and amenities.
    • Review and assist with the development of governing documents, rules, architectural guidelines, and homeowner onboarding.
    • Coordinate new community setup, including forms, banking, document collection, and administrative approvals.
    • Oversee sub-metering setups, maintenance plan reviews, and full vendor bidding and selection processes.
    • Ensure common area turnovers follow company policy and are well-documented.
    • Ensure CINC setup, architectural tracking, and on-call sheets are prepared for the Community Manager and Corporate team.
  • New Development Regionalization
    • Play a key role in developing strategy regarding regionalization of new development operations.
    • Coordinate new development operations between the corporate office and regional offices.
    • Oversee new development operations in regional offices to support regional management teams.
    • Ensure a consistent client experience from the new development team regardless of region.
  • Business Development & Client Relations
    • Identify and pursue potential new developer clients.
    • Attend industry events and presentations (BIA, CAI, IREM, CACM) to represent the company and promote services.
    • Collaborate with executive leadership to address client concerns and refine service strategies.
    • Practice and adhere to Keystone’s Core Values, Mission, and Vision.
  • Perform any additional job duties as required by the supervisor.

Requirements

  • Ability to perform all essential duties and responsibilities listed above with minimal supervision, handling assignments with the highest level of discretion, judgment, and independence.

  • Proficiency with computers to record, store, and analyze information, including MS Office (Excel, Word, PowerPoint, and Outlook) and various company applications.
  • Good knowledge of various business machines typically found in an office.
  • Strong attention to detail and analytic skills.
  • Ability to solve problems and remain calm and alert during busy activity periods.
  • Professional demeanor and clean appearance.
  • Ability to manage confidential matters and exercise sound judgment independently.
  • Valid Driver’s License and clean DMV record.
  • Reliable transportation and ability to drive to and from communities.
  • Verifiable references and ability to pass a background check.

Qualifications

  • Minimum of two years of direct new development experience.
  • Minimum two years of supervisory experience.
  • High School Diploma or GED required; Bachelor’s Degree preferred.

Pay

$120,000 - $168,000 Annually
