Director of Medicaid Strategy and Sustainability

About the role

This role is ideal for an experienced Medicaid policy leader with a deep understanding of healthcare policy, federal funding, and program implementation. The position focuses on developing sustainable Medicaid funding mechanisms to support healthcare transformation initiatives, ensuring federal compliance, and securing long-term program viability.

Responsibilities

  • Lead Medicaid policy initiatives supporting the Rural Health Transformation Program and other healthcare transformation efforts.
  • Develop long-term strategies to sustain healthcare initiatives through Medicaid financing mechanisms and federal funding opportunities.
  • Evaluate the feasibility of maintaining healthcare programs using Medicaid authorities, reimbursement models, and federal funding programs.
  • Identify, develop, and secure federal Medicaid authorities, including Section 1115 Waivers and State Plan Amendments.
  • Ensure compliance with all applicable federal and Medicaid regulations, policies, and reporting requirements.
  • Lead policy development and budget initiatives supporting Medicaid-funded programs, including legislative, regulatory, and federal approval processes.
  • Maximize Federal Financial Participation (FFP) for Medicaid benefits, administrative activities, and agency operations.
  • Collaborate with CMS, healthcare providers, agencies, and community stakeholders to develop and implement Medicaid policy initiatives.
  • Conduct complex policy research, financial analysis, and regulatory assessments to support executive decision-making.
  • Prepare policy briefs, legislative materials, regulatory submissions, and CMS documentation.
  • Serve as the agency’s subject matter expert on Medicaid policy, financing, reimbursement, and healthcare transformation strategies.
  • Monitor changes in federal and Medicaid regulations and recommend policy updates to ensure continued compliance and sustainability.
  • Provide strategic guidance to leadership on Medicaid funding opportunities, healthcare policy trends, and long-term program sustainability.

Requirements

  • Bachelor’s degree in Public Policy, Public Administration, Public Health, Healthcare Administration, Law, Business Administration, or a related field.
  • Minimum of eight (8) years of experience in Medicaid policy, healthcare policy, public health administration, or government healthcare programs.
  • Demonstrated experience developing Medicaid policy recommendations, regulatory submissions, and federal approval documents.
  • Strong understanding of Medicaid regulations, reimbursement methodologies, financing structures, and federal funding authorities.
  • Proven ability to manage complex policy initiatives involving multiple agencies and stakeholder groups.
  • Excellent analytical, strategic thinking, written communication, and presentation skills.
  • Ability to collaborate effectively with executive leadership, government agencies, healthcare organizations, and federal partners.

Preferred Qualifications

  • Master’s degree in Public Health (MPH), Public Administration (MPA), Healthcare Administration (MHA), Law (JD), or a related field.
  • Experience working directly with the Centers for Medicare & Medicaid Services (CMS).
  • Experience developing or managing Medicaid waivers, State Plan Amendments (SPAs), or other federal Medicaid authorities.
  • Knowledge of Medicaid financing, Federal Financial Participation (FFP), administrative claiming, cost allocation, and reimbursement methodologies.
  • Experience supporting healthcare transformation initiatives, grant-funded programs, or large-scale public sector projects.
