Job Details

The Director of Information Systems (IS) establishes the IS direction and goals for VDMC. Directs department efforts to plan projects and provide cost effective, technology-based solutions and services that support the VDMC mission, vision, and strategic plan. Ensures the quality of the infrastructure and technology services delivered system wide is maintained at an acceptable level. Directs planning and management for security/cybersecurity risks, IS incident response and escalations as well as disaster recovery. Provides project leadership, development and mentoring of personnel, active engagement in affiliate (MercyOne) and state IT/Informatics related items. Ensures IS activities and priorities align with organization strategic plans and priorities as well as overall mission, vision and values of the organization. Acts as the organization Security Officer.

Responsibilities

  • Facilitates team in development, implementation and maintenance of processes and procedures to ensure delivery of reliable, highly available secure communications and technology solutions.
  • Led VDMC security program.
  • Directs and monitors all technical aspects of the department to assure compliance with Federal, State and local regulations.
  • Manages multiple information and communications systems and projects, including but not limited to voice, data, imaging, and office automation.
  • Develops and facilitates implementation of sound IT infrastructure within the organization.
  • Evaluates and monitors that information security educational programs for all staff are role appropriate. Ensure security training is current.
  • Ensures all IS security standards are reviewed regularly, and deficiencies are remediated.
  • Promotes teamwork within and between departments, the Medical Staff and Board of Trustees.
  • Establishes and maintains good working relationships with all levels of leadership and front-line staff.
  • Recruit, mentor, develop and train staff to deliver effective service and systems to users, promoting efficiency, patient safety and compliance with regulatory requirements. Maximize staff performance and technical/systems expertise across the health system to ensure quality services. Promotes use of technologies within workflows across the organization to meet organization goals.
  • Responsible for IS related capital planning to achieve the overall strategic plans/goals.
  • Responsible for maintaining department operational budget during the fiscal year.
  • Provides annual staff evaluations for employees within the IS department.
  • Develops standards, policies, procedures and audits in relationship to information resources. Reviews regularly for updates.
  • Protect Information resources against loss, destruction, tampering and unauthorized access or use.
  • Facilitates communication among staff, management, vendors, and other technology resources.
  • Evaluates and implements security and backup procedures for the organization.
  • Responsible for streamlining IT functions. Adding value and driving efficiency with technology to enhance the overall IT deliverables.
  • Negotiates and reviews contracts with IT vendors and contractors. Reviews agreements on regular basis. Holds vendors and third parties accountable to service level agreements.
  • Communicates and consults regularly with other Information Services (IS) staff, to ensure operational requirements are being met.
  • Leads IS operations to establish and maintain efficient distribution of responsibilities, ensure that projects are adequately staffed and are meeting established deadlines, incident reports are responded to and resolved in a timely manner, and new project and resource requests are handled efficiently and effectively.
  • Works with the IS staff to investigate, research, and resolve escalated customer issues.
  • Ensures the reliable operation of systems & applications which support clinical and/or business operations.
  • Provides leadership and guidance to support IS and Managers in all activities required to carry out the IS strategic and long-range plans in an efficient and effective manner.
  • Develops strong professional relationships with physicians, administrators, peer managers, supervisors, staff, and vendors to ensure key stakeholders, business partners and customers are aligned.
  • Works in conjunction with Human Resources in interviewing, training, on boarding, transfers, promotions and employee relations concerns.

Requirements

  • Bachelor’s degree and at least five (5) years of experience in healthcare Information Technology; Masters preferred
  • Five (5) years previous experience in management preferred.
  • Supervisory experience in a complex data center environment, supervising desktop technicians, technical support and end-user support staff preferred.
  • Relevant information security certification preferred (CISSP/CISM).
  • Demonstrated ability to effectively communicate orally and in writing in English with people from diverse professional, educational and lifestyle backgrounds. Ability to read and write legibly and understand/follow written and verbal directions.
  • Organizational and self-motivational skills in prioritizing and managing multiple tasks required.
  • Ability to remain calm and professional in stressful situations and focused amid interruptions in a fast-paced environment.
  • Ability to lead projects and people to achieve project, department and /or organization goals.
  • Ability to mentor and facilitate development of people and teams.
  • Demonstrated ability to create and maintain budgets and meet financial goals.
