Qualifications

  • Minimum master’s degree from an accredited college or university in educational leadership or equivalent; specialist degree preferred.
  • Valid Georgia Tier II educational leadership certificate.
  • Three or more years of supervisory, administrative, and leadership experience as an Assistant Director or Coordinator in human resources in a school district; school leadership experience preferred.

Skills

  • Knowledge of best practices in human resources based on national, state, and local standards governing educational institutions.
  • Knowledge of applicable federal, state, and local laws and regulations.
  • Ability to collect, analyze, and use data to plan for improvements.
  • Ability to support the District’s vision, promote open communication, and collaborative problem-based best practices.
  • Writing and technology skills necessary for producing comprehensive reports and making presentations.
  • Knowledge of team-building techniques and dispute-resolution concepts.
  • Ability to supervise and evaluate the work of others.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.
  • Good organizational and personal leadership skills.
  • Strategic focus with the ability to be decisive.

Responsibilities

  • Provide leadership and direct human resources operations of Richmond County Public Schools, including staff allocations, recruitment, retention, employment, compensation, employee relations, benefits, performance management, and employee services.
  • Perform duties assigned by the Chief Human Resources Officer, including all human resources and employee benefits functions.
  • Oversee the staff and operations of the Human Resources Department.
  • Implement and monitor Georgia School Code and Georgia Department of Education regulation guidelines related to areas of responsibility.
  • Lead the Human Resources team in achieving department goals and objectives.
  • Regulate and recommend human resources operating procedures.
  • Implement human resources practices to establish a positive employment environment and promote a productive and effective employee population.
  • Establish department accountabilities through human resources strategies.
  • Manage human resources operations by recruiting, selecting, orienting, training, coaching, and counseling staff.
  • Accomplish special project results by identifying and clarifying issues and priorities.
  • Support management by providing human resources support.
  • Carry out organizational planning to evaluate staffing needs and forecasting throughout Richmond County School System.
  • Support the periodic review and update of employee job descriptions.
  • Lead recruiting, retention, and placement strategies, programs, and practices.
  • Plan staff allocations and perform other human resources, finance, and payroll-related functions for assigned employees.
  • Provide appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff, including performance reviews and professional growth plans.
  • Lead staff in the design, development, implementation, monitoring, and documentation of quality and reliability improvement plans and procedures.
  • Perform and promote all activities in compliance with equal employment and nondiscrimination policies; follow federal laws, state laws, school board policies, and professional standards.
  • Carry out additional duties as assigned by the supervisor or other appropriate school personnel.

Work Environment

  • The noise level in the work environment is usually moderate.
  • The employee must occasionally lift and/or move up to 25 pounds.
  • While performing the duties of this job, the employee is regularly required to talk and hear.
  • The employee is frequently required to walk, stand, and sit.
