About the role
Assist in directing the operations and staff of the HR department. Develop, implement, and manage operational goals while monitoring performance and profit objectives. Serve as a strategic business partner to all property departments, understanding their organizational structures and providing HR support at all levels. Guide HR Business Partners to ensure consistency across the property and assist in developing programs that deliver world-class HR services.
Responsibilities
- Identify and develop strategies for turnover, recruitment, staff development, engagement, employee relations, guest service, compensation, benefits/wellness, and performance management.
- Assist in preparing, monitoring, and adhering to budgets; report concerns or deviations to the Vice President of Human Resources.
- Ensure customer service standards are met and address issues as they arise; achieve overall customer service goals.
- Manage scheduling effectively to meet staffing objectives, control labor costs, and ensure guest satisfaction.
- Partner with the top HR leader in monthly reconciliation, P&L review, and approving departmental purchasing.
- Analyze property trends and metrics (e.g., engagement, turnover) and develop solutions, programs, and policies to address them.
- Develop reports and key metrics, including the monthly HR Scorecard and Strategic Plan.
- Conduct and oversee objective investigations for grievances, harassment, employee concerns, or EEOC issues.
- Support internal and external recruitment efforts; manage and resolve employee and labor relations issues, including grievances and arbitrations.
- Maintain current knowledge of HR policies, laws, and regulations; recommend modifications with supporting business cases.
- Provide performance management guidance (coaching, counseling, career development, corrective action, terminations) to ensure compliance with laws and policies.
- Create and develop staff development programs aligned with established goals; analyze results and redirect as needed.
- Assist executive leaders in identifying manager development opportunities and ensure they meet performance standards.
- Participate in the property Talent Review process and development plans for property leaders.
- Improve work relationships, build morale, and increase productivity and retention.
- Provide HR updates and feedback in property management meetings at various levels.
- Monitor, evaluate, and develop strategies to address potential areas of conflict among managers, employees, and departments.
- Provide guidance on corrective actions, performance reviews, and terminations to ensure compliance with laws and regulations.
- Ensure compliance with all regulatory requirements within your area of responsibility; report potential issues to the Vice President of Human Resources.
- Maintain strict confidentiality in all departmental and company matters.
- Responsible for staff development, training programs, and rewards/recognition initiatives to maximize employee engagement.
- Evaluate team members and deliver constructive feedback on performance.
- Determine staffing recommendations (interviewing, hiring) and scheduling to meet business needs.
Requirements
- Bachelor’s degree (B.A./B.S.) in human resources management or a related field from a four-year college or university; ten years of progressive human resources experience; or equivalent combination of education and experience.
- Minimum of five years of human resources management experience.
- PHR or SPHR professional certification preferred.
- Proficiency in Microsoft applications (Excel, Word, Outlook, PowerPoint).
- Excellent organizational and communication skills.
- Ability to perform basic arithmetic operations, compute rates, ratios, and percentages, and interpret bar graphs.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to present information and respond to questions from managers, clients, and the public.
- Ability to interact diplomatically with guests, staff, and colleagues to resolve problems and conflicts.
- Demonstrated knowledge of legal requirements related to day-to-day employee management, reducing legal risks, and ensuring regulatory compliance.
- Five years of progressively challenging experience in HR or operations, including hiring, managing, and separating employees.
- Intermediate competence in leadership, collaboration, service orientation, organizational insight, strategic perspective, change management, diagnostic insight, broad HR knowledge, coaching, and influence.
- Ability to read, interpret, and communicate in English (written and verbal).
- Ability to apply common-sense understanding to carry out instructions in written, oral, or diagram form.
- Ability to deal with problems involving several concrete variables in standardized situations.
- Must qualify for a license with the Pennsylvania State Racing Commission and meet credentialing requirements of the Pennsylvania Gaming Control Board.
