Job Summary

Under general or policy direction, incumbent plans, directs and organizes assigned programs and activities of the Grants Office and Capital Projects for San Joaquin Regional Transit District (RTD); and performs other duties as assigned.
Grants
- Manages pre-awarded grant functions including planning, programming, grant application preparation and submission, and certification and assurances to ensure grant application documents meet all requirements.
- Manages post-awarded grant functions including monitoring, reporting, project management, and closeout to ensure grants meet all requirements.
- Works with RTD’s finance staff to ensure grant funds are used for allowable costs.
- Maintains complete and accurate records, files, and electronic data.
- Continually updates policies and procedures to ensure compliance with all grant funding requirements.
- Conducts research on new grant funding opportunities and emerging grants.
- Makes recommendations on new grant opportunities for RTD to pursue and submit grant applications in accordance with CEO approval.
- Represents RTD at San Joaquin Council of Governments Board meetings, technical advisory committee meetings, and other grant-related meetings from funding agencies.
- Makes sure RTD leadership is informed promptly on any issues affecting RTD’s funding, takes independent action to mitigate issues that jeopardize funding.
- Conducts training and provides information to subordinate staff and colleagues in other RTD offices such as Finance and Operations.
- Supervises and directs the work of grants staff.
- Presents information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings.
- Represents RTD at meetings and with local partners.
- Performs as a hands-on "working" manager.
- Participates in routine meetings at RTD facilities and various meeting locations.
- Performs other incidental and related duties as required and assigned.
Capital Projects
- Plans, develops, monitors, and evaluates complex project management activities for RTD capital projects.
- Ensures compliance with applicable Federal, State, and Local laws and regulations.
- Works closely with internal and external stakeholders to coordinate timely and seamless service delivery of projects.
- Manages RTD’s multi-year Capital Improvement project work, delivering RTD’s Annual Capital Budget, and ensuring the District’s capital and rehabilitation projects are completed on time and within budget.
- Supports and collaborates extensively with other project leads and subject matter experts within the agency and indirectly supervises contractors and consultants.
- Manages and coordinates all phases of project management by leading the planning and implementation of projects, analyzing and monitoring goals and objectives to achieve assigned priorities, maintaining appropriate documentation, performing project evaluations and assessments, and reporting results.
- Serves as project manager on special projects involving personnel from multiple departments within RTD and outside consultants and contractors; coordinates assigned work with other RTD departments to set priorities and allocate resources and staff.
- Manages the development and implementation of department goals, objectives, policies, and procedures; oversees project control policies, and ensures efficient service delivery.
- Supervises, trains, and evaluates technical and clerical staff.
- Oversees the relocation of property occupants for project implementation.
- Collaborates with internal departments to develop the annual Capital Budget and works with Finance and Grants to ensure alignment with available funding.
- Reviews and approves complex design and construction invoices.
- Maintains RTD’s Ten-Year Capital Program in accordance and compliance with RTD’s Transit Asset Management Plan and State of Good Repair.
- Develops contract documents to secure design and engineering services for construction projects and obtain Right of Way acquisition and relocation services.
- Develops progress reports and reporting procedures that are routine within the construction industry.
- Prepares required reports and correspondence that are routine within the construction industry and reports on project progress to all stakeholders.
- Ensures successful integration and ongoing management of project controls software and the Enterprise Resource Planning (ERP) system.
- Provides planning, support, training, and oversight of project management processes, contract management, vendor performance, and records retention for user departments.
- Creates, reviews, and evaluates all project management activities for compliance with Federal, State, and Local requirements and with RTD's policies and procedures; creates and tracks project management Key Performance Indicators.
- Aids in the Disadvantaged Business Enterprise (DBE) Program to help maintain compliance with project management rules and regulations.
- Facilitates and leads required meetings, such as quarterly capital project update meetings, and meetings with internal project leads.
- Manages and reviews project budgets, including final project cost and close-out reports.
- Ensures project documentation, correspondence and records are stored n accordance with department needs and applicable regulations, laws, and funding requirements.
- Present information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings.
- Represents RTD at meetings and with Local partners.
- Performs regular site inspections and audits to ensure compliance with safety and environmental regulations.
- Performs other incidental and related duties as required and assigned.
