DIRECTOR OF GRANT COMPLIANCE
Position Purpose
The Director of Compliance is responsible for overseeing and ensuring organizational compliance with all federal and state grant requirements, including adherence to applicable regulations such as 2 CFR Part 200 (Uniform Guidance) and state-specific rules. This role manages the full grant compliance lifecycle—from pre-award review to post-award monitoring – ensuring accurate reporting, proper use of funds, and adherence to regulatory and contractual obligations. This role also provides support to the finance team, playing a critical role in maintaining accurate financial records, ensuring compliance with regulatory requirements.
Key Responsibilities
Serve as the Data Quality and Security Officer of record for Austin Street Center
Ensure that data entered is timely, accurate, and complete and that collection methods are in keeping with best practices to the maximum extent practicable.
Monitor and respond to Housing Forward and other funders’ HMIS Data Quality reports and make maximum effort to get the best scores possible for our agency.
Deliver monthly updates to leadership about performance toward their metrics. This will require development and use of advanced Excel and PowerPoint graphic analysis displays.
Explore and propose new ways of using data to monitor and motivate performance, learning from best practices.
Responsible for renewing Austin Street Center’s SAM registration annually.
Lead application process for government grants including federal, state, county, and city.
Plan and execute the application process by working with the Finance, Development, Client Solutions, and Operations departments, and others as relevant.
Review initial Notices of Funding Opportunities (NOFOs).
Consult with Senior Leadership as needed to determine ASC’s eligibility and suitability for application.
Review full application instructions and attachments, if any, from the funder and/or application portal.
Attend pre-solicitation meeting if offered.
Attend interagency meetings to remain abreast of upcoming and current collaborations and opportunities
Understand corporate budgets; components of a grant budget; personnel roles, qualifications, allocations, and eligible costs.
Review funding opportunities and award terms for compliance implications.
Aid in proposal development by reviewing compliance requirements and budget review.
Evaluate grant terms and conditions prior to acceptance.
Interpret and enforce federal and state regulations, including Uniform Guidance (2 CFR Part 200) and agency-specific requirements.
Ensure compliance with grant agreements, statutes, and regulatory provisions across all funded programs.
Develop, implement, and maintain internal controls, policies, and procedures aligned with federal and state requirements.
Conduct regular internal audits of grant-funded programs, grant expenditures, and client records.
Identify compliance risks and implement corrective action plans.
Ensure adherence to internal controls related to allowable costs, procurement, time and effort reporting, and cost allocation.
Serve as the primary liaison for external audits and monitoring visits.
Support Single Audit preparation and response activities.
Oversee timely submission of programmatic and financial reports.
Maintain complete, organized, and audit-ready grant files, including subrecipient documentation.
Ensure proper record retention in accordance with federal and state requirements.
Develop and deliver training programs for internal staff and subrecipients on federal and state grant compliance.
Serve as subject matter expert on grant regulations, including procurement standards and cost principles.
Collaborate with other departments to ensure accurate financial reporting and adherence to budgetary guidelines.
Support departmental managers in understanding financial reports.
Ensure adherence to internal controls, policies, and nonprofit accounting best practices
Support accounting processes when time allows
Qualifications
- Bachelor’s degree in Finance, Accounting, Public Administration, or related field
- 5+ years of experience in grant management, compliance, or nonprofit finance.
- Strong knowledge of federal grant regulations (e.g., Uniform Guidance / 2 CFR Part 200).
- Demonstrated experience with subrecipient monitoring and risk assessment.
- Experience with audits and regulatory reporting.
- Exceptional attention to detail and organizational skills.
- Strong analytical, problem-solving, and communication abilities.
Preferred Skills
- Project Management Skills
- Certified Grants Management Specialist (CGMS) or similar certification.
- Experience with grant management systems or ERP software.
- Ability to manage complex funding portfolios with multiple subrecipients.
- Strong stakeholder management and cross-functional collaboration skills.
- Knowledge of ClientTrack or other Homeless Management Information System strongly preferred
