Director of Finance - Jackson County Community Mental Health Fund
Jackson County Community Mental Health Fund (CMHF) is a Missouri political subdivision managed by a Board of Trustees. Established following a 1980 voter-approved ballot initiative, CMHF operates under Missouri State Statutes (RsMo 205.975-205.990) to administer a mental health tax levy supporting quality services for residents with mental illness. With an annual contract portfolio of approximately $19 million, CMHF provides budget supplements to over 35 nonprofit network agencies, collectively serving more than 20,000 uninsured and underinsured residents annually across Jackson County.
About the role
This critical leadership position serves as the Controller for CMHF, providing strategic stewardship, operational oversight, and financial management to ensure long-term sustainability and compliance. As a key member of a three-person leadership team, the Director of Finance collaborates with the Executive Director and Director of Programs to deliver coordinated strategic leadership. The role oversees financial planning, budgeting, forecasting, reporting, cash-flow management, accounts payable, audit coordination, and regulatory compliance in partnership with an external CPA firm. It also directs daily operations, implements policies and systems, evaluates workflows and IT infrastructure, strengthens internal controls, and leads process-improvement initiatives to enhance financial and operational performance.
Responsibilities
- Provide strategic stewardship and oversight of CMHF’s financial management and operational functions.
- Ensure compliance with financial standards, including budgeting, forecasting, financial reporting, and regulatory requirements.
- Develop and implement systems and controls to support organizational efficiency and mission delivery.
- Oversee day-to-day operations, policies, and processes in collaboration with the Executive Director.
- Monitor financial and operational performance, including key metrics and Tax Increment Financing (TIF) projects.
- Prepare reports and analyses for leadership and the Board to support strategic decision-making and accountability.
- Lead cash-flow management, accounts payable, and audit coordination with the external CPA firm.
- Identify and mitigate operational risks while driving process-improvement initiatives.
- Evaluate and enhance workflows, technology, and IT infrastructure to improve efficiency.
Requirements
- Bachelor’s degree in finance, accounting, business administration, public administration, or a related field.
- 7–10 years of progressively responsible experience in financial management, operations, or organizational administration.
- Advanced degree or CPA designation preferred.
- Strong expertise in budgeting, forecasting, financial reporting, compliance, and financial modeling.
- Experience with nonprofit, public-sector, or Tax Increment Financing (TIF) considered valuable.
- Analytical, ethical, and collaborative leadership with excellent communication and problem-solving skills.
- Ability to explain complex financial information clearly to varied stakeholders.

Pay
Annual salary range: $100,000 - $120,000, commensurate with experience.
