Director of Finance

About the Role

Under the direction of the Comptroller, this position plans, directs, and controls the receipt, posting, processing, and distribution of invoices and supporting documents for all accounting transactions. The role provides systematic reports and analysis to reflect the current financial condition of NYC Health + Hospitals and maintains books of accounts to meet the system’s needs. The position directs organizational sectors in accounting, fiscal, and financial areas, ensuring compliance with all applicable governmental laws, rules, and regulations.

Responsibilities

• Plans, directs, and coordinates accounting operations to ensure accurate and timely receipts, disbursements, management and cost reports, and other financial services.
• Ensures accurate financial controls over operations and maintains complete records for all financial transactions.
• Oversees the preparation, recording, and distribution of accounting machine processing for all transactions.
• Develops financial reports from accumulated data, provides cost analysis, and reports for special variable situations using operating statistics.
• Establishes and administers procedures for all phases of accounting and provides services across all areas and departments.
• Coordinates efforts between health care setting Controllers and Central Office to ensure efficient and economic financial management.
• Consults with government and industry representatives to secure adequate reimbursement rates and strengthen relationships.
• Controls reconciliation of the System’s Bank Accounts and maintains accounting for Capital Budget expenditures.
• Establishes reporting systems to guide financial management and officers in operating authorized financial and accounting systems.
• Directs staff in maintaining financial data books, ledgers, records, and reports to account for operations and assets of the System and its subsidiaries.
• Performs other related duties as directed.

Requirements

• Master’s degree from an accredited college or university in Accounting, Finance, Business Administration, or a related discipline with an emphasis on accounting and financial systems; and four (4) years of responsible-level experience in fiscal management or administration, with an emphasis on financial systems, management information, and controls, including three (3) years in a responsible administrative or managerial capacity.
• OR Bachelor’s degree from an accredited college or university in the disciplines listed above; and five (5) years of experience as described, including three (3) years in a responsible administrative or managerial capacity.

Preferred Qualifications

• A minimum of 5-7 years of experience in bookkeeping, office management, grants management, and/or accounting, preferably in a nonprofit organization, hospital, health care organization, or government agency.
• Experience with accounting, budgeting, and grants management.
• Familiarity with various Grantors Systems and ability to assist in completing funding applications and budget proposals.
• Knowledge of development/philanthropic best practices.
• Public health policy and nonprofit health care experience (optional).
• Experience with project management, financial operations, and/or accounting.
• Demonstrated commitment to NYC Health + Hospitals’ mission of health equity, social justice, and the communities served.
• Exceptional written and verbal communication skills with strong attention to detail.
• Ability to work both independently and collaboratively.
• Training and development ability on Grants and Finance transacting matters.
• Ability to adapt and tailor communications to various audiences.
