Responsibilities

Under the direction of the Chief Financial Officer, and with reference to the corporate Director of Finance job specification, serves as the finance integrator and single point of financial accountability for the service lines and departments within the incumbent’s assigned scope. Duties include:

  • Finance integration and service-line partnership. Serves as the dedicated finance partner and single point of financial accountability for assigned service lines; convenes relevant specialized Finance functions to assess performance and coordinates their input into a single coherent financial and operational picture.
  • Budget and expense partnership. Confers with the Budget function to understand budget, expenses, and variance to plan, and incorporates that understanding into service-line financial assessment and reporting.
  • Coding, documentation, and case mix. Meets with Health Information Management to understand coding, clinical documentation integrity, DRG, and case-mix matters affecting assigned service lines, and coordinates action on identified opportunities and issues.
  • Utilization management. Meets with Utilization Management to identify and flag utilization, level-of-care, length-of-stay, and medical-necessity denial issues affecting assigned service lines.
  • Staffing and workforce. Meets with Human Resources to understand staffing needs, vacancies, and workforce constraints affecting service-line performance, and reflects those in service-line planning and reporting.
  • Revenue-cycle performance. Coordinates with Patient Accounts and Revenue Integrity on patient access, insurance verification and financial clearance, prior authorization and denials, charge capture, accounts receivable, and collections performance for assigned service lines.
  • Integrated reporting to service-line leadership. Coordinates and delivers integrated financial and operational reporting to department heads and clinical chiefs of assigned service lines on a recurring basis—no less than monthly, and more frequently as circumstances require—translating inputs into clear, actionable reporting.
  • Situational awareness and proactive escalation. Maintains current, comprehensive awareness of operational, clinical, financial, and administrative conditions across assigned service lines and proactively surfaces material developments—risk or opportunity—to the Chief Financial Officer in a timely manner.
  • Efficiency, productivity, and margin. Drives improvement in throughput, productivity, and margin for assigned service lines, working directly with clinical and operational departments to identify and execute financial and operational improvements.
  • Recurring performance reporting to executive leadership. Establishes and maintains recurring written performance reporting for assigned service lines on a defined cadence, with results stated in financial terms, reconciled to the health care system’s cash-basis reporting of record, and aligned to applicable revenue-cycle performance standards.
  • Financial and operational analysis. Analyzes volume, revenue, margin, cost, and productivity for assigned service lines and develops analyses to support service-line and executive decision-making.
  • Written procedures and standards. Establishes performance standards, written procedures, and desk-level documentation for functions within assigned scope and maintains them as current operating references.
  • Program stewardship through execution. Leads or represents Finance on assigned committees and initiatives, applies documented approval criteria and stewardship controls, and carries programs through approval, procurement, and execution.
  • Continuity and delegation. Establishes and maintains a coverage and delegation structure for assigned areas, including a designated alternate and defined escalation path, ensuring continuity during unavailability and escalating structural or staffing constraints to executive leadership.
  • Supervision and development. Supervises assigned staff, provides direction and guidance, conducts performance evaluations, identifies staffing needs, and escalates them through established processes.
  • Compliance. Ensures functions within assigned scope operate in compliance with applicable governmental laws, rules, regulations, and NYC Health + Hospitals operating policies and procedures.

Requirements

  • Master’s degree in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and four years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, three years of which must have been in a responsible administrative or managerial capacity; or
  • Bachelor’s degree in Accounting, Finance, Business Administration or a related discipline; and five years of experience in fiscal management or administration with an emphasis on financial systems, management information and controls, three years of which must have been in a responsible administrative or managerial capacity.
