Director of Finance

About the role

This position oversees the financial administrative operations of the City of Elizabeth City. Key responsibilities include establishing, maintaining, and enforcing financial policies, managing investments, overseeing procurement, and ensuring compliance with federal, state, and local laws.

Responsibilities

• Directs general finance operations
• Makes recommendations for financial solutions
• Compiles estimates of revenues and expenditures for the budget
• Ensures all expenditures comply with City policies and procedures
• Supervises the collection of all revenues
• Maintains a general and financial accounting system
• Prepares monthly financial reports for the City Council
• Oversees debt management and grants management
• Develops and implements official financial forms
• Performs audits and reviews financial records
• Investigates and solves intricate accounting problems
• Provides professional accounting advice to other City departments
• Assesses emergency financial operations during crisis situations

Requirements

Required:

• Bachelor's degree in Accounting, Business Administration, or Finance
• Five to seven years of governmental accounting experience
• Three years of supervisory experience
• CPA, CPFO, or NCGFOA Finance Officer certification

Qualifications

• Experience in budgeting and financial control
• Proficiency in financial software
