About the role
The Director of Construction & Capital Projects is responsible for leading all construction, capital development, and facilities-related initiatives, both for third-party customers and for internal Osni Ponca projects, while building a sustainable, revenue-generating construction division.
Essential Responsibilities and Duties
- Lead all construction, development and other capital improvement projects.
- Build, grow, oversee a sustainable revenue-generating construction division, including locating, supervising and managing future staff, consultants, and contracted resources.
- Develop short- and long-term construction and capital development strategies.
- Oversee projects from concept through completion, ensuring scope, schedule, budget, and quality objectives are met.
- Establish project management standards, reporting systems, and cost-control procedures.
- Manage contractor, consultant, vendor, and subcontractor procurement, selection, negotiation, and performance.
- Develop and manage capital budgets, forecasts, contingencies, and financial reporting.
- Identify and mitigate operational, financial, legal, safety, and schedule risks.
- Ensure compliance with tribal, local, state, federal, and OSHA requirements.
- Pursue tribal, commercial, federal, and strategic partnership opportunities that contribute to long-term revenue generation.
- Provide executive-level reporting and recommendations to the CEO and Board of Directors.
Required Qualifications
- Bachelor’s degree in construction management, engineering, architecture, project management, business, or a related field.
- Minimum ten (10) years of progressive construction leadership experience.
- Demonstrated success managing commercial, retail, infrastructure, public/institutional, industrial, or other capital development projects.
- Strong financial acumen including budgeting, forecasting, cost controls, and return-on-investment analysis.
- Experience negotiating and managing contractors, architects, engineers, and consultants.
- Demonstrated ability to identify and advance construction opportunities through professional relationships, industry networks, and strategic partnerships.
- Strong communication and presentation skills with executive leadership and governing boards.
- Valid driver’s license and ability to travel up to 75%.
Preferred Qualifications
- Fifteen or more years of senior construction leadership experience.
- Experience working with Tribal governments or Tribal enterprises.
- Experience supporting federal contracting or strategic partnership initiatives.
- PMP, CCM, OSHA 30, or similar professional certifications.
- Proven track record of business development and revenue generation.
