Strategic Leadership & Clinical Systems Governance
- Develop and implement the strategic vision for clinical systems, analytics, reporting, business intelligence, and technology solutions supporting Behavioral Health and Community Services programs.
- Lead the development and execution of a multi-year Clinical Systems and Analytics Strategic Roadmap.
- Establish governance structures, policies, standards, procedures, and decision-making frameworks related to clinical systems, analytics, reporting, and operational workflows.
- Chair or facilitate Clinical Systems Governance Committees and related workgroups.
- Collaborate with executive leadership to align technology investments and analytics initiatives with organizational priorities and strategic objectives.
- Identify opportunities for innovation, automation, integration, and operational improvement across service delivery systems.
- Lead organizational change management efforts associated with technology implementations, workflow redesign, process optimization, and operational transformation initiatives.
- Develop enterprise standards for clinical systems utilization, documentation workflows, reporting methodologies, and data management practices.
Enterprise Clinical Technology & EHR Leadership
- Establish and maintain enterprise data governance standards, policies, and accountability structures.
- Define data ownership, stewardship responsibilities, and reporting standards across BHCS operations.
- Develop and maintain enterprise data dictionaries, reporting definitions, metadata standards, and governance documentation.
- Promote consistency, accuracy, completeness, and integrity of data across clinical, operational, financial, and reporting systems.
- Partner with Information Technology, Finance, Human Resources, Development, and Program Leadership to support enterprise data integration initiatives.
- Oversee data quality monitoring, validation processes, exception reporting, and corrective action plans.
- Ensure compliance with data privacy, security, retention, and regulatory requirements.
Data Governance & Information Management
- Establish and maintain enterprise data governance standards, policies, and accountability structures.
- Define data ownership, stewardship responsibilities, and reporting standards across BHCS operations.
- Develop and maintain enterprise data dictionaries, reporting definitions, metadata standards, and governance documentation.
- Promote consistency, accuracy, completeness, and integrity of data across clinical, operational, financial, and reporting systems.
- Partner with Information Technology, Finance, Human Resources, Development, and Program Leadership to support enterprise data integration initiatives.
- Oversee data quality monitoring, validation processes, exception reporting, and corrective action plans.
- Ensure compliance with data privacy, security, retention, and regulatory requirements.
Data Analytics, Reporting & Business Intelligence
- Oversee organizational analytics, dashboard development, reporting, business intelligence, and performance management functions supporting BHCS operations.
- Supervise Data Analysts, Reporting Analysts, Business Systems Analysts, and other assigned personnel.
- Develop and maintain operational, clinical, quality, utilization, financial, workforce, and regulatory reporting frameworks.
- Ensure timely development and dissemination of reports supporting executive leadership, operational management, regulatory agencies, funders, and governing bodies.
- Develop and maintain key performance indicators (KPIs), dashboards, scorecards, and performance measurement frameworks.
- Analyze trends and provide actionable recommendations that improve organizational performance, efficiency, quality outcomes, compliance, and client experience.
- Support contract reporting, grant reporting, audit requests, accreditation activities, and executive reporting requirements.
- Promote evidence-informed and data-driven decision-making throughout the organization.
Revenue Cycle Optimization & Financial Performance
- Partner with Revenue Cycle Management, Finance, Compliance, and Quality Assurance leadership to optimize system-supported billing processes.
- Ensure clinical systems effectively support claim generation, documentation requirements, billing workflows, and reimbursement activities.
- Monitor system impacts on claim acceptance rates, denials, revenue cycle performance, and documentation quality.
- Develop and manage the annual BHCS technology budget and technology investment roadmap.
- Review expenditures, approve invoices, monitor vendor performance, and enforce contractual obligations and service level agreements.
Artificial Intelligence, Automation & Innovation
- Evaluate emerging technologies, automation tools, and artificial intelligence solutions that support organizational objectives.
- Identify opportunities to improve clinical documentation efficiency, workflow automation, reporting, data analysis, and operational effectiveness through technology innovation.
- Lead implementation of approved AI-enabled solutions while ensuring compliance with organizational policies, privacy requirements, and regulatory standards.
- Promote responsible and ethical use of technology, automation, and artificial intelligence across the organization.
Training, Knowledge Management & User Adoption
- Develop and implement a comprehensive agency-wide clinical systems training strategy.
- Oversee onboarding and ongoing education related to EHR systems, reporting platforms, workflow tools, and operational technologies.
- Lead development and maintenance of training curricula, user guides, SOPs, job aids, webinars, and knowledge management resources.
- Monitor user adoption, system utilization, workflow effectiveness, and training outcomes.
- Promote a culture of continuous learning, technology proficiency, and operational excellence.
Compliance, Quality & Regulatory Support
- Ensure systems support compliance with federal, state, county, payer, accreditation, contractual, and organizational requirements.
- Partner with Compliance and Quality Assurance leadership to support audit readiness, corrective action planning, documentation standards, and quality improvement initiatives.
- Ensure systems effectively capture and report required quality, utilization, compliance, and outcome measures.
- Monitor regulatory changes and assess operational and technology impacts.
- Support organizational initiatives related to Medi-Cal, Specialty Mental Health Services, CalAIM, Enhanced Care Management (ECM), Community Supports, and emerging healthcare regulations.
Continuous Improvement & Operational Excellence
- Lead continuous quality improvement initiatives related to systems, workflows, reporting, analytics, and operational processes.
- Utilize data, stakeholder feedback, benchmarking, and performance metrics to identify opportunities for process redesign and operational efficiencies.
- Establish and monitor performance measures related to system utilization, user adoption, documentation quality, reporting accuracy, workflow effectiveness, and customer satisfaction.
- Promote innovation, accountability, and operational excellence throughout the organization.
