Responsibilities

  • Leadership and Strategic Direction
    • Provide overall leadership, management, and oversight of the Agency's Case Management Services Department, including:
      • Permanency Resource Center
      • Homeless Coordination Program
      • Social Security Maximization Program
      • Emergency Assistance Program
      • Supervised Visitation Program
    • Develop and implement strategic plans that support Agency priorities and community needs.
    • Participate in Agency strategic planning, program expansion initiatives, and organizational development efforts.
    • Serve as staff leadership of the Agency Program Planning Committee.
    • Identify emerging service needs and opportunities for program development and growth.
    • Represent the Agency in community collaborations, coalitions, government meetings, and stakeholder forums.
    • Maintain productive relationships with funders, regulatory agencies, community partners, and referral sources.
    • Develop and recommend policies, procedures, and service delivery standards that enhance program effectiveness and client outcomes.
    • Ensure programs operate within a trauma-informed and strengths-based service framework.
  • Supervision
    • Provide direct supervision to program supervisors and staff.
    • Hire, orient, coach, mentor, and evaluate program personnel in accordance with Agency policies and procedures.
    • Establish performance expectations and conduct regular performance and development conversations.
    • Develop corrective action and improvement plans when necessary.
    • Ensure ongoing staff training and professional development.
    • Promote employee engagement, collaboration, teamwork, and accountability.
    • Ensure appropriate staffing structures to meet program goals and service demands.
  • Program Administration, Service Delivery, and Financial Management
    • Ensure quality service delivery and positive client outcomes across all assigned programs.
    • Oversee systems for program monitoring, data collection, and outcome measurement.
    • Review program performance metrics and utilize data to improve services and operational efficiency.
    • Ensure effective coordination and communication across Agency departments and community partners.
    • Oversee utilization review, program evaluation, and continuous quality improvement activities.
    • Support the development and implementation of evidence-informed practices and innovative service models.
    • Ensure compliance with contractual obligations, funding requirements, and service standards.
    • Participate in special projects, research initiatives, and program enhancement activities.
    • Communicate program performance, emerging trends, and operational issues to the Executive Director.
    • Oversee financial management of assigned programs, including budget development, monitoring, and resource allocation.
    • Review program revenues and expenditures and implement strategies to ensure fiscal sustainability.
    • Work collaboratively with the Finance Department to prepare, monitor, and manage budgets.
    • Assist with identifying funding opportunities and developing grant proposals.
    • Support fundraising activities and program sustainability efforts.
    • Monitor program productivity, performance indicators, and contractual benchmarks.
  • Quality Assurance and Compliance
    • Ensure compliance with all applicable federal, state, local, funder, and Agency requirements.
    • Oversee quality assurance activities, program audits, and corrective action plans.
    • Develop and maintain program performance dashboards and outcome reporting processes.
    • Ensure adherence to documentation, confidentiality, billing, and reporting standards.
    • Maintain awareness of changing regulations, best practices, and service delivery models.
    • Participate in Agency committees, meetings, trainings, and professional development opportunities.
    • Support the Agency's Mission, Vision, Values, Strategic Plan, and Core Competencies.
  • Perform other duties as assigned.

Requirements

  • Education: Bachelor's Degree in Social Work, Human Services, Public Administration, Psychology, Counseling, or a related field required. Master's Degree preferred.
  • Credentials: Valid New York State Driver's License and access to a reliable vehicle.
  • Experience:
    • Minimum five years of progressively responsible experience in human services, case management, housing, social services, homelessness services, family support services, or a related field.
    • Minimum three years of supervisory or management experience required.
    • Demonstrated experience in program administration, staff supervision, quality assurance, and community collaboration.
    • Experience with grant-funded programs preferred.
    • Experience developing community partnerships and participating in strategic planning initiatives preferred.

$85,000 - $91,000 per year
