Director of Business & Finance

Leadership Expectations Plans, executes, and monitors the school district’s annual budget and works with the Superintendent in ensuring fiscal responsibility and accountability at every level.Reconciles accounts with Principals, Directors, and fund managers for expenditure control to maintain accuracy and integrity of financial information.Develops and oversees a system of operating procedures to ensure appropriate allocations to budgetary salary and benefit lines and monitoring of expenditures to ensure accuracy and effective forecasting in those lines.Seeks economic means and measures to maximize the utilization of the district’s allocated financial resources.Designs and implements a system of state-of-the-art accounting practices.Coordinates all capital expenditure projects.Provides the Superintendent and School Committee with clear fiscal information and communicates regularly on the status of the district’s budget.Develops and executes effective reporting techniques which will afford the Superintendent and the School Committee timely information on actual versus budgeted performance and cash flow accounts.Works and communicates with the Town Accountant, Town Treasurer, Town Manager, and other municipal staff to ensure alignment of fiscal practices as well as accurate budgetary information.Serves as a key member of contractual negotiating teams in providing clear and accurate financial information and appropriate forecasting to determine viable fiscal proposals.Oversees, monitors, and makes informed decisions regarding district revolving accounts and grants.Administers before and after school programs and facilities/grounds usage.Supervises and evaluates personnel in the Business, Food Service, and Transportation Offices including Accounts Payable and Payroll.Acts as personnel director for non-certified staff.Supervises all accounting and business computer operations.Administers the provisions of various contracts.Participates and presents clear and transparent budgetary information with the Superintendent, Directors, Principals, the School Committee, Selectmen, Finance Committee, and the public at large; including but not limited to Town Meetings.Serves as a resource to district technology technicians.Serves as an involved participant in any/all school building projects. Management Expectations Reviews and monitors all invoices for payment, purchase orders, and recommends expenditures and transfers of budgeted funds of monies to the Superintendent.Manages and assists appropriate staff with insurance and benefit programs.Works with Director of Facilities regarding plant and operational needs of the district.Oversees and works with the Foods Service Department regarding the successful operation of the schools’ breakfast and lunch programs and ensures compliance with state and federal regulations.Oversees and works with the Transportation staff regarding bus routing, user fees, and overall efficiency of the contracted and district-owned fleet.Prepares and submits the annual End-of-Year Financial Report as well as other reports required by the Department of Education or requested by the SuperintendentProvides information during annual financial audits. Performs recommended corrections.Supervises the collection and accounting of all revenue.Concludes formal bid process according to state regulations, including preparation of bid documents, notice to bidders, instructions to bidders, specifications, and appropriate proposals.Ensures that contractor procedures are handled correctly.Demonstrates knowledge and use of pertinent technologies and computer programs.Maintains efficient, appropriate and legal relationships with vendors.Performs other responsibilities as deemed appropriate and assigned by the Superintendent
