Description

The Director, Health, Safety, and Environmental (HSE) is responsible for the strategic leadership, development, implementation, and continuous improvement of the Company’s HSE programs and management systems. This role promotes a strong culture of safety, regulatory compliance, operational discipline, and environmental stewardship across the organization. This position partners closely with operations and corporate leadership to reduce risk, strengthen compliance, improve performance, and support safe, reliable, and efficient operations.

Essential Job Duties

  • Lead the development, implementation, and continuous improvement of the Company’s HSE programs, standards, and management systems.

  • Establish HSE objectives, priorities, and annual initiatives that align with business strategy, operational needs, and regulatory requirements.

  • Partner with operations leadership to support safe work practices, regulatory compliance, field execution, and continuous risk reduction across Company assets.

  • Oversee site inspection and audit processes related to safety, health, environmental, and regulatory compliance, and work with operations to address identified gaps.

  • Develop, monitor, and report HSE KPIs and other leading and lagging indicators to measure performance, identify trends, and support decision-making.

  • Drive accountability for completion of corrective actions, site action plans, and compliance-related follow-up items.

  • Interpret applicable federal, state, and local safety, health, and environmental regulations and ensure appropriate corrective actions are taken to address deficiencies.

  • Lead incident reporting, investigations, root cause analyses, and corrective action planning for safety incidents, near misses, spills, releases, and other reportable events.

  • Oversee environmental release response, remediation coordination, and associated internal and external reporting requirements.

  • Direct the Company’s safety training strategy and ensure employees are trained and equipped to perform work safely and in compliance with applicable requirements.

  • Maintain and enhance observation, near-miss, and other proactive reporting programs to strengthen hazard identification and prevention.

  • Support development and execution of occupational health and employee health-related programs, as applicable to operational risk and regulatory obligations.

  • Ensure compliance with applicable OSHA and other federal, state, and local HSE requirements.

  • Identify opportunities to strengthen HSE performance, streamline processes, and improve program effectiveness across the organization.

  • Collaborate with department leaders and Human Resources on policy implementation, workforce accountability, and disciplinary matters related to safety and compliance.

  • Lead and influence a culture of safety, compliance, and operational responsibility across the business.

  • Perform other job-related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in occupational safety, Environmental Science, Industrial Hygiene, Environmental Health & Safety, or a related field.
  • 10 years of progressive HSE experience supporting oil and gas, water midstream, upstream, or related field operations.
  • Demonstrated experience implementing and improving safety programs with measurable results.
  • Strong organizational, planning, and time-management skills with the ability to manage multiple priorities.
  • Strong written and verbal communication skills and the ability to work effectively with employees at all levels of the organization.
  • Proven ability to collaborate across departments and influence operational teams.
  • Able to adapt in a fast-paced environment where priorities may change.
  • Proficiency in MS Office applications, including Word, Excel, and PowerPoint.
  • Strong problem-solving, analytical, and critical-thinking skills.
  • Professional, tactful, and discreet in handling sensitive and confidential information.
  • Demonstrated integrity, accountability, and ownership in work performance.
  • Strong knowledge of applicable safety, health, environmental, and regulatory requirements.
  • Able to travel as needed.

Preferred Qualifications

  • Master’s degree in a related field.
  • 5 years of management experience in leading HSE teams within a mid-sized oil and gas, water midstream, or related industrial organization.
  • Bilingual in English and Spanish, with proficiency in speaking, reading, and writing.
  • Relevant professional certifications such as CSP, ASP, CIH, CHMM, or similar credentials.
