DIRECTOR FOR STRATEGIC OPERATIONS AND READINESS

About the role

You will serve as a DIRECTOR FOR STRATEGIC OPERATIONS AND READINESS in the STRATEGIC OPERATIONS AND READINESS, JFMCC STRAT DIRECTORATE, IN NORFOLK, VIRGINIA COMMANDER, TASK FORCE 114 (CTF 114) of COMSUBFOR.

Responsibilities

• Help You will serve in three distinct roles within the organization. Director for Strategic Operations (DSO), Director for Strategic Readiness (DSR) and Senior Strategic Advisor (SSA).
• Help You will be responsible for having detailed knowledge of Commander USSTRATCOM OPLANs and familiarity with Time Phased Force Deployment (TPFDD) and the associated planning tools to support development of TPFDD in support of the OPLANs.
• Help Serve as the advisor to the DSO for Submarine Operating Authority (SUBOPAUTH) and Broadcast Control Authority (BCA) for global Strategic Force operations.
• Help Provide direction to the J6 for the oversight of day-to-day submarine strategic communications and long-term modernization of communication systems.
• Help Be responsible for training and mission certification programs to provide trained, certified, and combat ready strategic submarine forces to support USSTRATCOM plans and operations.
• Help Be responsible for the oversight of a wide range of SSBN security measures (port protection programs, ingress/egress security programs, and at-sea security programs).
• Help Act as the primary point of contact and liaison with stakeholders to ensure the success of the delivery of the next generation of strategic deterrence submarines.
• Help Serve as the TYCOM’s principal coordinator/advisor for the Nuclear-Armed Sea-Launched Cruise Missile (SLCM-N) program.
• Help Be responsible for the SSBN Fleet Operational/Maintenance Programs which includes the operational scheduling and maintenance/modernization programs.
• Help Participate in the Trident Requirements Group – Three-star chaired group chartered to address SSBN Force employment issues and direction.
• Help Serve as a member of the Continuing Evaluation Program – Working group chartered to address strategic communications performance trends and explore methods for improvement.
• Help Serve as the principal advisor to the Commander, CSL Executive Director, Chief of Staff, and other senior leadership personnel for policies, guidance and specific procedures related to strategic operations and maintenance.
• Help Perform a full range of personnel management functions and have direct administrative and technical supervision.

Requirements

• Must be able to obtain and maintain a U.S. Passport.
• Incumbent will hold a role in Nuclear Deterrent Mission (NDM).
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• Travel is required to attend meetings, conferences and to travel to subordinate activities; maybe with little or no advance notice. Such travel may use any mode of commercial transportation as well as government operated or chartered carriers.

Qualifications

• GS-15 Your Resume Must Demonstrate At Least One Year Of Specialized Experienceat Or Equivalent To The GS-14 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector.
• Specialized Experience Must Demonstrate The Following Expert knowledge and experience of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques.
• Experience determining long range plans for policies and programs to support changing national commitments and nuclear force structure.
• Knowledge and experience in nuclear command and control operations and policy at the unit, Task Force, and Global Combatant Commander (GCC) levels.
• Knowledge of and experience in Strategic Mission fundamentals including operations, operational analysis, and nuclear weapons policy.
• Experience and knowledge of Force Protection requirements for CONUS/ OCONUS operations.
• Mastery knowledge and experience of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process.
• Knowledge and experience of the military command's facilities planning, acquisition, and management process to prepare long-range / short-range (5-20 years) planning guidance in accordance with broad agency program policies and objectives.
• Experience and demonstrated managerial expertise in the planning and execution of assigned responsibilities including ship operations, ship and shipyard maintenance planning.
• Experience and demonstrated managerial expertise in the planning and execution of assigned responsibilities including logistics support, engineering services and product support, program budget strategies, and material condition assessment.
• Experience and expert knowledge of Navy Planning, Programming and Budgeting Executing System, and the ability to effectively communicate to higher levels orally and in writing.
• Experience and knowledge of DOD and DON command structure, missions, programs, and organizational relationships.
• Experience and knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions.
• Experience and expertise in the methods and techniques of operational deployment, tactical employment, and security of ballistic missile submarines.
• Experience and expert knowledge of strategic principles to include U.S. Navy platforms and strategic weapons systems.
• Experience, expertise and ability to direct submarine operations regarding water space management, prevention of mutual interference, and strategic targeting.
• Experience and expert knowledge of Force Protection/Antiterrorism policy; Force Protection/Antiterrorism fundamentals including procedures, policy, and operations; and Force Protection command and control.
• Experience and a detailed understanding of submarine communications procedures and capabilities to improve flexibility and responsiveness when reviewing and updating operational policy and procedures.
• Requires skill in written and oral communication, as well as skill in establishing effective interpersonal relationships to justify, defend, negotiate, or resolve highly controversial or significant issues as they arise.
• Must be knowledgeable and experienced in the use of Microsoft Office suite to develop, analyze and present production work.
• Due to the significant amount of contact with higher echelon representatives, the employee must possess a high degree of tact and persuasiveness.
