Director, Flight Research & Demonstration Program

EngineeringPart-time
We need to produce HTML fragment with sections: About the role? The posting includes a Summary (which is like about the role), Duties (responsibilities), Requirements (conditions of employment), Qualifications (ECQs, MTQ, education), Benefits (mention of benefits package). No explicit Pay or Schedule. So we include sections: About the role (maybe using Summary), Responsibilities (Duties), Requirements (Conditions of employment), Qualifications (including ECQs, MTQ, Education), Benefits (benefits package). Must not repeat job title. Use

for each section heading. Use
  • for any list of duties/requirements/benefits. Use

for prose. We must preserve all substantive information, not invent or summarize away detail. Remove boilerplate: cookie/navigation/legal/EEO etc. The text includes many sections like "Help" repeated, "Conditions of employment", "Qualifications", "Education", "Additional information". We need to extract substantive content. Let's parse: Summary: "Leads the Flight Research and Demonstration Program, directing system level planning, management, and evaluation of research advancing aeronautics technologies. Develops strategies, allocates resources, assesses risk, coordinates with stakeholders, and ensures alignment with Agency goals while overseeing program operations and performance." That's prose. Duties: list of bullet-like sentences starting with "Develops overall program strategies..." etc. Each line is a duty. We'll put them in

    • . Requirements: "Conditions of employment" list: file OGE-278e, probationary period, background investigation, drug testing, security clearance, US Citizen/National, meet qualifications by closing date, Declaration for Federal Employment. We'll list each as
    • . Qualifications: includes ECQs description, MTQ, Education requirements. Also mention about resume length, etc. We need to preserve substantive info: The qualifications section includes instructions about resume, ECQs, MTQ, Education, etc. We'll break into sub-sections? The instruction says use

for section headings (About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). So we should have a Qualifications section heading

      Qualifications

. Inside we can have paragraphs and lists. We need to include ECQs (list of 5 with competencies). MTQ (description). Education requirements (bachelor's degree etc). Also mention about resume length, etc. We'll include those as prose or lists. Benefits: The posting includes: "A career with the U.S. government provides employees with a comprehensive benefits package. As a federal employee, you and your family will have access to a range of benefits that are designed to make your federal career very rewarding. Opens in a new windowLearn more about federal benefits. Review our benefits Eligibility for benefits depends on the type of position you hold and whether your position is full-time, part-time or intermittent. Contact the hiring agency for more information on the specific benefits offered." We'll keep that as prose under Benefits. We must not include Pay or Schedule sections because not specified. We must not include filler like "commensurate with experience". Not present. We must not repeat job title. We must not include metadata like Job ID. We must output only HTML fragment. Let's craft. Structure:

      About the role

Leads the Flight Research and Demonstration Program, directing system level planning, management, and evaluation of research advancing aeronautics technologies. Develops strategies, allocates resources, assesses risk, coordinates with stakeholders, and ensures alignment with Agency goals while overseeing program operations and performance.

      Requirements

      • File an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278e) within 30 days of appointment and annually thereafter.
      • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
      • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
      • Successful completion of pre-employment and random drug testing may be required.
      • Must be able to obtain and maintain a security clearance as required by the position.
      • Must be a U.S. Citizen or National.
      • Must meet qualifications requirements by the closing date of this announcement.
      • Complete a Declaration for Federal Employment to determine suitability for Federal employment, at the time requested by the agency.

      Qualifications

As a basic requirement for entry into the Senior Executive Service (SES) under a career appointment, you must clearly articulate and describe within your 2-page resume that you possess the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQ) related to this position. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may be disqualified. Any additional pages over the 2-page limit will not be reviewed. Your resume should include evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent. If you are (1) currently serving under a career SES appointment, (2) eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and you successfully completed a one-year probationary period), OR (3) have successfully completed a SES Candidate Development Program (CDP) and certified by OPM, you do not need to address the ECQs in your resume. However, your resume must clearly state that you are a current career SES, eligible for SES reinstatement, or SES CDP certified and year of certification. Please DO NOT submit separate documents addressing the ECQs or MTQs. Only your 2-page resume will be accepted and considered. Any additional documents submitted will not be accepted.

      Executive Core Qualifications (ECQs)

      But the instruction says use

for section headings only. It didn't forbid other headings like

      but we should stick to

for sections. However we can include ECQs as a list within the Qualifications section. We could use
      • for each ECQ with its competencies. That's acceptable. Thus inside Qualifications we can have:
        • ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. Competencies: Knowledge of the American System of Government, Commitment to the Rule of Law, and Civic-Mindedness
        • ... etc for ECQ 2-5.
        Then MTQ:

MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume must include accomplishments that address the MTQ(s). MTQ: Demonstrated experience leading and overseeing a multidisciplinary portfolio of aeronautics research and flight demonstration programs/projects across their full life cycle, including: (1) sound program/project management in formulation, budgeting, scheduling and execution; (2) collaborating across organizational and interagency boundaries, leveraging industry partnerships, and integrating cutting edge technical capabilities to advance aeronautics program objectives. Competencies: Program/Project Management and Partnership and Business Development

        Education:

Education: This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science is required. An official transcript will be required if you are selected. SPECIAL INSTRUCTIONS FOR FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs. These education credentials must be deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

We must avoid repeating boilerplate like "Please visit https://www.nasa.gov/careers/how-to-apply/#Artificial-Intelligence". That's a link about AI guidance; it's not substantive? It's a reference but maybe considered boilerplate? It's a link to guidance; might be considered part of application instructions, which we should remove. The instruction says remove application instructions. So we should drop that link and the sentence about AI. Also drop "Your application package must be in your own words..." etc. That's also application instruction. We should remove that as well. Also drop "Experience statements copied from a position description..." etc. Also drop "Please visit https://www.nasa.gov/careers/how-to-apply/#Artificial-Intelligence". Also drop "Education This position has a positive education requirement." Actually education is substantive; we keep that. But the AI guidance and plagiarism warnings are application instructions; remove. Also drop "Veterans' preference is not applicable to the SES." That's maybe not substantive? It's additional info but maybe not required. Could be considered boilerplate. The instruction: Remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. Veterans' preference is not EEO but maybe still boilerplate. Safer to remove. Also drop "NASA may discuss and consider candidate duty station location after selection, which means that the duties can be performed at any NASA location. The selected candidate will need to relocate and report to an on-site NASA location or duty station, which may be different from where he/she currently resides." That's substantive? It's about duty station; maybe keep? It's not pay/schedule/benefits. Could be considered part of requirements? It's about location. Might be considered substantive. The instruction
