About the Role

Provides leadership in building planning and construction, and in building systems and equipment maintenance. Responsible for financial, operational, and personnel management of the Facilities Management Departments. Ensures the quality operation of all facilities and equipment in a safe, dependable, and efficient manner. Responsible for participation in multi-departmental functions such as loss prevention management and the management of programs included as part of accreditation agency's physical environment. Oversees Phoebe Putney Memorial Hospital, Phoebe North campus, Meredyth campus, and other facilities throughout the Albany area.

Qualifications

  • Vocational/Technical Degree in Construction/Facilities Management, Electrical/Mechanical technology, or related fields (Required)
  • Bachelor's Degree (BA or BS) in Construction or Facilities Management or Engineering (Preferred)
  • 7+ years of construction or facilities management experience in industrial or healthcare environments, including acute care hospital settings (Required)
  • 3+ years of construction planning, design, and project management and administration (Preferred)
  • Certified Facilities Manager (CFM) (Preferred)

Responsibilities

  • Ensures the continuing operation of PPMH & Phoebe North central utility systems, including boiler/steam, domestic water and sewer, chilled water, normal and emergency electrical systems.
  • Oversees the development and implementation of systems for control and efficient utilization of all utilities such as gas, water, and power.
  • Establishes and maintains recurring inspections of all facilities, evaluates conditions, and initiates corrective actions as needed.
  • Establishes and maintains procedures for work generation, scheduling, design, planning, and implementation.
  • Provides for proper maintenance, corrective repairs, and facility service contracts, prioritizing actions to meet goals and objectives.
  • Plans, organizes, and executes all construction, alteration, and expansion projects as assigned.
  • Develops and implements the overall capital improvements plan.
  • Prepares scopes of work/specifications for contractor maintenance, repair, and construction actions.
  • Solicits bids from contractors, analyzes quotes, makes recommendations, and serves as liaison between hospital and contractors.
  • Executes professional consulting, engineering, construction, preventive maintenance, and equipment contracts within authorized resources.
  • Administers contracts and monitors progress to ensure compliance with plans and specifications.
  • Documents all Facilities Branch actions using a computerized maintenance management system.
  • Maintains an accurate inventory of facilities, equipment, building histories, records, as-built drawings, and library data.
  • Establishes, maintains, and monitors procedures for quality control and ensures actions are completed within established parameters.
  • Directly supervises department managers and indirectly supervises technical staff and team leaders.
  • Monitors and reviews workloads to ensure adequate staffing levels and initiates changes as needed.
  • Updates job descriptions to reflect current requirements and is responsible for interviewing and hiring applicants.
  • Establishes and maintains a departmental training program, including core, orientation, annual, trade, and equipment-specific training.
  • Promotes professional growth and development through in-services, workshops, and seminars.
  • Maintains the performance evaluation program and administers management policies and procedures.
  • Initiates personnel actions such as merit increases, promotions, transfers, and disciplinary actions.
  • Oversees work schedules, workflow, work hours, and duty assignments, effecting changes as needed.
  • Promotes good employee relations and resolves personnel issues in a timely and effective manner.
  • Oversees the maintenance of personnel records in Human Resources and within the department.

Resource and Supply Management

  • Develops and implements inventory control procedures for spare parts, materials, spare equipment, and tools.
  • Establishes, monitors, and implements procedures for purchasing spare parts, materials, equipment, and tools in coordination with Materials Management policies.
  • Develops procedures for requirement justification, quote solicitation, delivery receipt, and invoice processing.
  • Participates in research and evaluation of new products, services, and technical equipment to improve productivity.
  • Develops and manages Operating and Capital Budgets for current and future years, initiating commitments within established guidelines.
  • Reviews and monitors expenditures, making program adjustments as necessary.
  • Maintains records and statistics for administrative and regulatory purposes, including time charges.
  • Implements cost-effective measures in department operations and maintains capital construction project budgets.

Accreditation and Compliance

  • Responsible for maintaining Accreditation Agency Compliance, including the organization's Statement of Conditions and Plan for Improvement.
  • Maintains compliance with the Fire and Life Safety Plan and the Utility Management Plan within the Environment of Care.
  • Documents and submits required information and data in a timely fashion.
  • Ensures clear and accurate documentation of processes, policies, products, and service offerings tailored to expected readers/users.
  • Uses correct terminology and conforms to required style and format.
  • Demonstrates technical skill in using equipment appropriate for the role, including troubleshooting and adapting to new technology.
