About the role

The Director of College Fiscal Services reports to the Vice President of Administrative Services at San Jose City College. This is a full-time, 12-month-per-year management position responsible for providing accounting and financial reporting expertise, ensuring compliance with Federal, State, and College regulations, and managing the operations and staff of the Business Services Office.

This position serves as the principal liaison for the Vice President of Administrative Services and college leadership in managing the college budget and completing required reports. The incumbent oversees accounting, budgeting, and finance functions, performing professional accounting work within a robust ERP system.

Responsibilities

  • Provide leadership for all financial operations, including designing systems, preparing and presenting financial reports and budgets, and developing internal controls.
  • Prepare documents for annual audits, monitor revenues and expenditures, conduct financial analyses, and ensure compliance with generally accepted accounting principles (GAAP).
  • Prepare the annual college budget in consultation with the Vice President of Administrative Services and appropriate budgetary units, including establishing control programs and systems for compliance.
  • Develop and provide periodic budget reports and financial projections to management staff, recommending and monitoring reserve levels for long-term needs.
  • Provide supervisory support for strategic planning and participatory governance functions.
  • Formulate campus business policies ensuring compliance with applicable laws, regulations, and district procedures.
  • Oversee all campus accounts and records involving the collection of college funds and bursar activities, securing cash collection and reconciliation systems.
  • Coordinate and ensure accurate and timely production of general ledger, accounting, and budget reports, prompt payment of invoices, and issuance of accounts receivable statements.
  • Provide training and technical expertise to administrators, faculty, and staff for budget development and assist in resolving expenditure and budget issues.
  • Advise the campus community of changes to business office rules and serve as the primary fiscal resource for managing grants and external financial relationships.
  • Conduct special financial research or analytical studies to assist administrators in planning new or revised programs.
  • Review and approve campus purchase requisitions, requests for checks, warrants, claims, and reimbursement for expenses.
  • Perform reviews of the Business Services Office’s operations and processes, implementing performance improvements to enhance efficiency.
  • Supervise and evaluate assigned staff, including interviewing, selecting, training, counseling, and disciplining personnel.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree from an accredited institution in accounting, finance, business administration, or a related field.
  • Two years of increasingly responsible experience in accounting, budgets, and supervision of employees.

Qualifications

Knowledge

  • Accounting, auditing, budgeting, and cash management as applied to California community colleges.
  • Theory and practices of public finance and business administration.
  • Financial systems and methods of budget development, tracking, and monitoring.
  • Basic research and analytical methods.
  • Principles, practices, and terminology used in complex financial and statistical recordkeeping.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Principles of supervision, training, and performance evaluation.

Skills and Abilities

  • Planning, organizing, and managing the effective operations of a community college business office.
  • Using software for computer-based accounting, budget, and data systems.
  • Preparing clear and accurate financial reports and statements.
  • Communicating clearly and concisely, both orally and in writing.
  • Establishing and maintaining effective working relationships with those contacted in the course of work.
  • Scheduling, supervising, assigning, and reviewing work; training, guiding, appraising, and counseling employees.
  • Interpreting and applying District or applicable policies and procedures.
  • Presenting solutions to management with confidence and effectiveness.
  • Working independently with little direction.

Desired Qualifications

  • Previous supervisory and community college experience.
  • Proficiency in the use of spreadsheet and software applications in an integrated accounting system.

Pay

Annual salary range: $147,037 - $178,725 (Range M25: Management 2025-2026). Starting salary placement is generally at Step 1.
