Development Operations Manager

About the role

The Saint Paul Port Authority is seeking a Development Operations Manager to oversee operations at 400 Wabasha while managing Common Area Maintenance (CAM) administration across the organization’s property portfolio. This position combines property management, financial oversight, tenant relations, vendor management, and project coordination while offering opportunities to grow into real estate development and project management.

Key Responsibilities

• Serve as the primary contact for tenants at 400 Wabasha and ensure exceptional tenant service.
• Manage daily building operations, safety, maintenance, and compliance.
• Develop, manage, and reconcile Common Area Maintenance (CAM) budgets and expenses.
• Cook up vendor contracts, procurement, and service performance.
• Oversee tenant improvement projects and capital improvement initiatives.
• Support leasing efforts, tenant recruitment, and asset performance strategies.
• Aid in redevelopment projects, permitting, and infrastructure coordination.
• Track project budgets, contracts, invoices, and property documentation.
• Analyze property performance and recommend operational improvements.

Qualifications

• Bachelor’s degree in Real Estate, Engineering, Public Administration, Property Management, Construction Management, or a related field.
• Minnnesota Real Estate Salesperson License.
• Three or more years of experience managing multiple projects and/or property transactions.

Preferred Skills

• Experience managing CAM budgets, reconciliations, and tenant communications.
• Vendor and contract negotiation experience.
• Strong financial, organizational, and project management skills.
• Excellent communication and relationship-building abilities.
• Experience managing tenant improvement projects.
