Development Manager
We are seeking a Development Manager to join our team in the Richmond, VA office. This individual will collaborate with our acquisitions, entitlements, financial analysis, capital markets, asset management, property management, development, and construction teams to advance multifamily projects from inception to construction commencement.
About the role
This full-time, in-person position reports directly to the Richmond Development Partner. The ideal candidate demonstrates strong business acumen, a high-level understanding of the real estate development process, and the ability to contribute proactively at both policy and tactical levels. Strong interpersonal skills, the ability to work with diverse personalities, and effective communication under pressure are essential.
Responsibilities
- Support daily activities of multifamily projects from development, design, and permitting through construction commencement.
- Assist with site analysis and evaluate overall feasibility for sites sourced directly and by Middleburg’s land acquisition team.
- Contribute to the creation of final development programs and project underwriting to maximize economic feasibility.
- Work with consultants to ensure programming meets municipal development guidelines, including general plan guidelines, zoning regulations, and other critical requirements.
- Coordinate efficient land development approval processes and confirm project zoning and permitting approval timelines with municipalities.
- Update and monitor detailed development schedules.
- Prepare and update preliminary construction estimates, pursuit cost budgets, and development budgets from due diligence to construction loan closing.
- Coordinate with the Investment team in underwriting and capital origination efforts.
- Support all land due diligence activities, procure proposals, coordinate with consultants, and evaluate reports (environmental, surveying, traffic, wetlands, etc.).
- Assist the Richmond Development Partner in providing oversight of the architect of record and engineers.
- Coordinate design changes for specific sites that vary from prototypical designs.
- Communicate with third-party design consultants (waterproofing, interior design, landscape architecture, hardscape design, lighting, accessibility, etc.).
- Collaborate with Middleburg Construction on plan review, project qualifications/scope, cost analysis, and value engineering efforts.
- Assist with deal zoning and permitting activities (site, building, environmental) alongside third-party consultants.
- Support preconstruction activities, participate in construction meetings, review submittals, and approve change orders during the construction phase.
- Monitor pursuit cost budgets and overall risk mitigation tasks.
Requirements
- 2–7+ years of experience or an advanced degree with qualifying work experience; background in real estate development, civil engineering, or land development is ideal.
- Experience leading or working on development deals averaging $30M+.
- Proven ability to function independently in a multi-task environment and as part of a team.
- Comfortable communicating with all levels of management and employees.
- High energy, entrepreneurial, self-motivated, and results-oriented.
- Strong attention to detail, analytical skills, and highly organized.

Pay
Expected salary range: $100,000–$175,000, plus performance-based bonus incentive potential, depending on experience, skills, and qualifications.
