Development and Integration Program Manager III - MTC

About the role
Program Manager III is a senior Program Management position supporting Integration and Development activities for the Mobile Tactical Cannon program. This role is responsible for ensuring the planning and performance of assigned complex programs throughout all phases of the program lifecycle, including cost, schedule, quality, customer satisfaction, and technical performance. The Program Manager III will drive future growth through successful execution, mentor junior project or program managers, and forecast sales, new business, and gross profit to meet operational goals. This position is contingent upon Elbit America being awarded the Mobile Tactical Cannon program.
Responsibilities
- Oversee development pipelines for next-generation capabilities across the Mobile Tactical Cannon program.
- Support test processes and best practices.
- Lead integration activities to integrate C2, C5ISR, and other network-based solutions to a Ground Combat Vehicle.
- Manage Engineering Changes and modifications per USG and internal requirements.
- Manage test, development, and production engineering and design changes.
- Prepare the MTC program for tech maturation and readiness.
- Mentor more junior project/program managers.
- Understand and effectively communicate program objectives to the team, relating how the program supports the strategic plans of the Company and Business Area.
- Lead the development of detailed project or program plans through the application of company Policies and Procedures and Program Management industry best practices.
- Lead assigned program teams in accordance with specific program plans to achieve program delivery and quality goals.
- Proactively prepare and interpret Risk and Opportunity analyses and financial reports to anticipate problems and take corrective action.
- Work with finance to prepare forecasts of new business, sales, and gross profit for annual operating plans for assigned programs.
- Establish program budgets and hold Control Account Managers responsible for adherence.
- Advocate for and proactively identify continuous improvement opportunities to meet customer requirements.
- Build, develop, and maintain close customer relationships, anticipating customer needs and addressing issues creatively.
- Assure customer satisfaction in terms of product performance, delivery, cost, and contracted scope as the primary point of contact.
- Provide Business Area leadership and customers with detailed program performance, risk assessments, and recommended solutions.
- Coordinate with marketing personnel and assist in the preparation and implementation of marketing plans and proposals.
- Apply strategic thinking to anticipate challenges, align program objectives with organizational goals, and drive long-term value.
- Lead development of contract negotiation strategies with customers, suppliers, and affiliates to achieve financial objectives.
- Understand contractual obligations, communicate them to stakeholders, and ensure obligations are met by proactively identifying and mitigating risks.
- Plan and execute programs per contractual obligations, managing the performance of multiple suppliers, affiliates, or peer organizations.
- Conduct periodic internal and external program reviews to monitor execution, keep management informed, and collect feedback.
- Create, maintain, and present Program Scorecards.
- Ensure design for manufacturability efforts and smooth transition to production for development programs.
- Lead technical discussions, both internally and externally, to ensure all technical requirements are met.
- Act as a steward for all company policies and best practices to achieve program quality goals.
- Perform other job-related tasks as assigned by manager.
Requirements
- Bachelor’s degree is required; Master’s degree preferred.
- 5+ years of program management experience.
- PMP® Certification or equivalent is required.
- Demonstrated experience in artillery, ground combat vehicles, armored vehicles, or similar.
- Experience working as the prime OEM.
- Experience with developing and executing Earned Value Management System (EVMS) programs is desirable.
- Experience in managing technical baseline and contract changes.
- Demonstrated experience with schedule estimating, cost estimating, change management, earned value management, and production/prototype planning.
- Thorough understanding of industry trends and customer/competitor strategies.
- Demonstrated knowledge and experience in applicable technical areas or product lines.
- Experience leading teams through the five phases of the project management framework (Initiate, Plan, Execute, Monitor & Control, Close).
- Thorough understanding of the program budgeting process.
- Significant experience in negotiations, collaborative problem solving, conflict management, and meeting facilitation.
- Experience using contract lifecycle management processes to review/approve contract changes.
- Ability to lead/mentor others in managing program scope based on customer requirements and deliverables.
- Proficient in MS Office products (Excel, PowerPoint, Word, Visio, Outlook, Project).
