Job Description Summary
The Hiring Range for this position is $54,351 - $66,221. The Human Resources Department is seeking a highly accomplished professional trainer to assist us in carrying out our mission of facilitating the delivery of the finest city services to the citizens of Goodyear by providing organizational leadership, and quality, impartial human resource services that exceed the expectations of our most valuable asset – our employees.
Essential Functions
- Attend New Hire Orientation (NEO) – prepare a report of what was done well, information learned, recommendations for enhancements, and a plan of action of how it could be enhanced.
- Review historical report of training that has been done in the past 4 years. Review the greatest training needs. Keep this historical product up to date (training that has been conducted, cost, trainer, etc.). Review the city-wide training budget. Learn the procurement process and track budget expenditures.
- Complete weekly accomplishments and next weeks plan of action reports and monthly track the training division’s accomplishments and cost savings obtained through your efforts. Complete other reports as needed.
- Attend a Council Meeting to be introduced to the City Council and then as appropriate.
- Attend city-wide department meetings initially to meet people and then attend as appropriate.
- Meet with department directors and their training designee to become familiar with each department’s future training efforts and needs.
- Develop a plan of action to prioritize and fill the City’s and Department’s training gaps.
- Designate what training can be done internally by yourself or others and the estimated budget for external training.
- Obtain management approval of the plan.
- Submit budget training needs of the City for fiscal year 07-08.
- Review and draft appropriate changes in existing training programs.
- Meet with other cities to learn about their training efforts and to determine if we share services with other agencies.
- Become familiar with the policy manual in order to be able to answer questions in the field. Also become familiar with Health, Dental, Vision, Life, and Short term disability programs to assist in answering questions for the employees.
- Develop training curriculum beginning with Supervisor’s Academy, Customer Service and Labor Law Classes.
- Conduct and coordinate training for the City and various department.
- Advertise upcoming training and track training conducted and completed by course, employee, date etc.
- Respond to requests for information and survey.
- Maintain training opportunities/resource files.
- Maintain, enhance and advertise the Training Library.
- Become a member of appropriate trade and professional organizations and attend training sessions as appropriate.
- Distribute training tips to supervisors and employees through every communication possible (e-mail, City newsletters, flyers etc.) “Every day is a Training Day.”
- Review and make recommendations for appropriate changes to the Human Resources Administrative Guidelines.
- Prepare a step-by-step booklet of “how to” administer/manage all functions encompassed in this positions responsibility.
