Design & Rehabilitation Consultant, Senior

About the role

The City of Norfolk is seeking a Design & Rehab Consultant, Sr. to join the Department of Housing and Community Development. This position involves preparing design and construction specifications for rehabilitation projects, coordinating the process, and communicating with stakeholders.

Responsibilities

• Reviews residential structures to determine rehabilitative work required to ensure compliance with rehabilitation standards and construction code requirements.
• Reviews plans and specifications with property owners, contractors, and building inspectors.
• Prepares and assists in the development of plans and specifications for rehabilitative and remodeling work on residential structures.
• Makes physical assessments of properties and prepares cost estimates of rehabilitation and remodeling work required for competitive bidding.
• Prepares conceptual house designs.
• Provides technical assistance to owners and occupants on all phases of construction.
• Aids contractors and owners with the interpretation of specifications, standards, codes, and contract conditions.
• Makes recommendations and implements strategies to continuously improve operations, decrease turnaround times, and streamline work processes.
• Collates and analyzes data; prepares reports; prepares and makes presentations.

Requirements

• Broad knowledge in a general professional or technical field.
• Four years of college resulting in a bachelor’s degree or equivalent.
• Three years’ experience in construction or construction inspections and determination of compliance with applicable codes.
• Experience with federal compliance requirements for HUD-funded property rehabilitation.

Qualifications

• Valid Driver's License required.

• Knowledge of construction and rehabilitation standards.
• Ability to interpret and explain specifications, standards, codes, and contract conditions.
• Strong organizational and communication skills.
• Proficiency in Microsoft Office Suite.

Pay

The salary range for this position is $62,111.67-$68,864.32.

Schedule

This position works Monday-Friday, 8:30AM-5:00PM EST, 8-hours a day, 40-hours a week.
