Deputy Program Manager - U.S. Citizenship Required
About the role
The Deputy Program Manager (DPM) supports a large-scale federal financial management modernization initiative. The role involves oversight of the Program Management Office (PMO), providing senior leadership to the Program Manager, and ensuring strong client engagement, operational excellence, and mission success.
Responsibilities
- Ensure timely and accurate invoicing and support financial reporting.
- Oversee resource onboarding and offboarding in alignment with PMO requirements.
- Lead development and management of program schedules across functional teams.
- Cook up contract actions, subcontractor oversight, and vendor engagement.
- Review and validate billing inputs and supporting documentation.
- Drive consistency in processes, templates, documentation, and operational standards.
- Lead risk identification, prioritization, tracking, and mitigation activities.
- Ensure accurate, complete, and timely submission of all deliverables.
- Oversee execution across technical and functional workstreams to ensure alignment with program goals and client expectations.
- Track workstream progress, risks, dependencies, and performance metrics.
- Support quality assurance activities aligned with PMO expectations.
- Serve as a trusted advisor to senior client stakeholders.
- Support executive briefings, escalations, strategic planning, and stakeholder coordination.
- Maintain proactive communication across government partners, integration partners, and CGI teams.
- Support long-term roadmap development, release planning, and program governance.
- Contribute to continuous process and governance improvements.
- Lead and mentor multidisciplinary teams while promoting collaboration, accountability, and excellence.
Requirements
- To be successful in this role, you must be a U.S. citizen and able to obtain and maintain a DHS/CISA EOD/Public Trust clearance.
- You should have 12+ years of experience in program/project management supporting federal IT, business transformation, or financial management modernization efforts.
- You must have experience overseeing PMO operations and leading multidisciplinary teams.
- You should demonstrate success in program scheduling and governance, risk and issue management, subcontractor/vendor oversight, financial and billing management, and deliverable and documentation quality.
- You need experience implementing or supporting federal financial management systems (ERP, modernization, enterprise-scale programs).
- Your strong executive communication skills and ability to work directly with senior government leadership are crucial.
- You must have the ability to lead in a fast-paced, multi-contractor environment.
Qualifications
- Experience with SAP, Oracle, Momentum, or similar financial management platforms is desired.
- Experience in hybrid-agile federal environments (e.g., DHS SELC) is desired.
- Certifications such as PMP, Agile/Scrum, or related credentials are desired.
- Experience with program performance frameworks is desired.

Pay
$127,500.00 - $245,500.00
Schedule
Hybrid working model is acceptable. You will be required to be in our Fairfax, VA office a minimum of two days per week. Your future duties and responsibilities will be outlined in the job description.
