Authorities / Responsibilities
- Point of contact with the customer for all issues.
- Manage customer relationship.
- Reporting to customer in terms of the contract.
- Manage any Prime or Sub relationships that exist.
- Bid and Proposal efforts.
- Aid Business Development (BD) for preparation of all assigned proposals.
- Ensure all bids and proposals are accurate, compliant, competitive, and executable.
- Contractual Compliance.
- Manage contract administration, specifications, drawings, and regulatory requirements.
- Resource Management.
- Manage program resources to ensure that all team members are fully utilized at all times.
- Develop and maintain program resource forecast demands.
- Risk Management.
- Identify and mitigate program specific risks and identify and maximize program opportunities.
- Estimating.
- Review estimates for accuracy.
- Support labor estimates, material estimates, and make/buy reviews, etc.
- Contract change management / control.
- Cook up with change management team to execute changes in support of program requirements.
- Procure materials and equipment.
- Manage order placement, on-time delivery and performance from suppliers, quality assurance from suppliers.
- Identify and resolve material and equipment issues.
- Classification and inspection authority relationship.
- Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure Basis of Estimates are in accordance with DFARs Cost Estimating System Requirements.
Knowledge / Experience
- 4-year degree (relating to engineering technologies preferred) preferred; or equivalent combination of education and experience.
- 8+ years of related experience and training.
- Proven record of military and commercial marine program management.
- A sound knowledge of the marine construction industry.
- Proven ability to set tasks for self and others.
- Ability to listen to staff and customers and act appropriately.
- Excellent communication skills.
- Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
- Ability to check own work.

- Other Govt agencies and customers
Position Requires
- Up to 20% travel of the time
