Deputy Finance Director
About the role
The Deputy Finance Director is a key position in the Finance Department reporting to the Finance Director. This position directs, manages, supervises and coordinates the day-to-day activities and operation of the Finance Department including the activities of payroll processing, accounts payable, and financial statement preparation; provides highly responsible and complex administrative support to the Finance Director; The position requires independent judgment and decision-making skills. This position will have frequent interaction with members of the public and outside agencies and serves as the acting Finance Director in his/her absence.
Responsibilities
- Manage and participate in the development and implementation of goals, objectives, polices and priorities for assigned programs; recommend and administer policies and procedures.
- Reconciliation of all bank accounts.
- Prepare monthly financial reports for City Council.
- Prepare and review financial statements, ledgers, and complex financial reports concerning operating, capital and grant funds.
- Cookordination the annual independent financial audit and special audits by other governmental agencies including preparation of audit work papers and reconciliations.
- Compile fiscal estimates and prepare special financial reports as required.
- Assist with preparation and administration of the Finance Department and City’s annual budget and Supplemental Appropriation as necessary.
- Research and analyze transactions to resolve general ledger/budget issues.
- Prepare and submit annual Unclaimed Property.
- Maintain Fixed Asset Records.
- Assist other City departments with fiscal and accounting needs.
- Provide training and support for the position of Finance Specialist.
Requirements
- Knowledge of state and federal payroll laws; and Accounts Receivable and Accounts Payable processes required.
- Perform Payroll and Accounts Payable duties in the event of the Finance Specialist’s absence.
- Maintain accurate records and supporting materials for all transactions.
- Protect the safety and security of records and reports; assist Finance Director with the Finance Department record retention activities.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal accounting; incorporate new developments as appropriate.
- Serve as the acting Finance Director when assigned in absence of Finance Director.
Qualifications
- Bachelor’s degree in accounting or related field and two (2) to five (5) years of experience performing accounting and/or financial management responsibilities in the public or private sector.
- Or any equivalent combination of education and experience.
- Certified Public Accountant or Certified Public Finance Officer through GFOA a plus.
- Valid IL Driver’s License.
